NRC recruits 01 Camp Management Programme Development Manager

Central African Republic (CAR) is experiencing a humanitarian
crisis, with more than 600,000 internally displaced, and 500,000 of refugees in neighbouring countries, and many more affected. NRC started the current country programme in CAR in February 2014, and is currently operating in five field offices; Berberati in the South West, Dekoa in the Centre West, Kaga Bandoro in the Centre North, Ndele in the north, Alindao in the southeast, as well as the capital office in Bangui.
The security situation is highly volatile and very difficult to
predict. NRC’s geographical areas of intervention are stable at the moment but it is difficult to predict if they will remain stable, even in the short term.
The programme portfolio includes all five core competencies of NRC. ICLA (Information, Counselling and Legal Assistance), Livelihood and Food Security, WASH, Shelter and Education, Mediation, as well as Protection and Community Based Planning programme.
The purpose of the Camp Management Programme Development Manager (CMPDM)position is to provide the technical expertise for quality assurance of the Camp Management. He/she will be responsible for redeveloping the strategy of CAR CM strategy, securing funding to consolidate them, and for their overall technical management and planning in close collaboration with the other technical program departments.
Duties and Responsibilities
Develop CM strategy, technical SOPs / guidelines and Macro LFAs
Ensure compliance and adherence to NRC policies, CM tools, handbooks and guidelines
Responsible to develop and manage funding proposals, project budgets and donor reports
Responsible for overall management of project staff and ensure capacity building of project staff and transfer key skills.
Coordinate and manage CM project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
Implement technical direction and ensure high technical quality of projects.
Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
Develop the Emergency CCCM response in the CAR CO in coordination with the CCCM cluster
Secure funding to consolidate the NRC CAR CCCM Core Competency and Emergency.
Design and manage CCCM projects, using innovative approaches that lead to enable establishment of CCCM and improve the Emergency response in the CO.
Collaborate with the Core Competency Departments to prepare and ensure adequate and timely
responses to identified needs, and where necessary organize complementary interventions.
Stimulate synergies with other CCCM and Emergency partners and local actors involved in program area.

Post-graduate with minimum 5 years of experience within Camp Management
Technical expertise area in a humanitarian context
Experience from working in complex and volatile contexts

Strong managerial and interpersonal skills
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English and French, both written and verbal
Knowledge of CAR
Salaire
Commencement: August 2020
Duration: 12 months
Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
Grade: 9 in NRC’s grade structure.
Duty station: Alindao with 50% travel to the field. Alindao is a non-family posting. International staff members are required to live in joint accommodation.
Approved health certificate will be requested before contract start.
