GTAH Forum Manager (Groupe Thematique Assistance Humanitaire)- Mali, Norwegian Refugee Council

We are looking for a French-speaking and experienced humanitarian with a true desire for making a difference in the coordination of humanitarian NGOs interventions and advocacy strategy in Mali!

Due to armed conflicts, inter-community clashes, and food shortages, Mali is experiencing a deterioration of the security situation, increasing humanitarian needs, and displacements due to conflict. An estimated 4.3 million people (21.5% of the population) are affected by these crises. making an increasing number of people in protracted displacement and dependent on humanitarian assistance and protection for survival.
The coronavirus pandemic is a serious challenge for the country’s fragile health system. Access to education in Mali is under increasing pressure. An estimated 378,000 children are out of school due to conflicts.
Insecurity in Mali threatens humanitarian aid workers’ safety and hampers their access to the people in need.
The GTAH (Groupe Thematique Assistance Humanitaire) is an independent coordination platform composed of more than 20 international non-governmental organizations that serve and facilitates the work of its members to respond to the needs of people affected by crises in Mali.
As Manager of the GTAH forum, you will ensure effective coordination and communication among GTAH members, steering and technical committees, donors, and other stakeholders. you will lead the humanitarians NGOs advocacy strategy in Mali.
You will work under the supervision of the GTAH Steering Committee and the FONGIM.

Duties and responsibilities
• Ensure effective coordination and communication among GTAH members, steering and technical committees, donors, and other stakeholders. Coordination is one of the key elements of the position.
• Recruit and manage when needed -specific staff, consultants, and sub-contractors as needed to carry out activities.
• Manage the GTAH’s budget, assets, and resources.
• With the Steering Committee, develop and implement a multi-year Forum development and advocacy strategy
• Act as a focal point for the GTAH Forum. Represent the Forum to external stakeholders – donors, government, coordination bodies, and local and international NGOs. Include the Steering Committee in representation as much as possible and as appropriate. Network with relevant actors to help achieve GTAH objectives.
• Responsible for all aspects of grant management including but not limited to submitting high-quality proposals to donors, financial and narrative reporting, grant filing, MOU between NRC and other INGO contributing to the budget of GTAH.
• Coordinate the monitoring and evaluation of GTAH initiatives as needed for reporting, learning, and possibly advocacy purposes.
• Coordinate Steering Committee meetings and implement the agreed course of action.
• Capacity building of INGOs Heads of Mission through capitalization and popularization of different thematics (advocacy, humanitarian access, global policies, etc…). In this line, prepare a briefing for the new head of missions.
• Ensure compliance and adherence to NRC and donor policies, guidance, and procedures.

Expériences / Formation

Qualifications
• Minimum 5 years’ experiences from a senior management position in a humanitarian/ recovery context
• Experience from working in complex and volatile contexts
• Experience as a head of mission or coordinator of INGO forum
• Knowledge of coordination and advocacy
• Fluency in French, English, both written and verbal

Personal qualities
• Knowledge of the context in the Sahel is appreciated
• Experience from advocacy work
• Experience with start-up

Salaire
Contract period: 1 year
Duty station: Bamako, with 10% travel to the field.
Salary/benefits: competitive benefits package as per NRC’s general directions
Grade: 9 according to NRC Grade structure
