Norwegian Refugee Council recruits 01 Human Resources Manager

NRC is looking for an HR Manager in CAR!Central African Republic (CAR) is experiencing a humanitarian crisis, with approximately 640,969 internally displaced, and approximately 575,258 of refugees in neighboring countries, and many more affected. NRC started the current country programme in CAR in February 2014, and is currently operating in four field offices; Berberati in the South West, Dekoa in the Centre West, Kaga Bandoro in the Centre North, Ndele in the north as well as the capital office in Bangui. NRC intends to open a sub-office in Alindao in the South East.

The purpose of the HR Manager is to be responsible that the HR system is according to NRC standard and to support programme/project implementation.

Job description

  • Implement NRC’s HR and admin systems and procedures;
  • Ensure that country set up adhere to Employment standards, HR policy and other NRC policies;
  • Ensure compliance with the local labor law;
  • Training, support, control and development of HR teams;
  • Support and train of all staff with HR responsibilities/ personnel management;
  • Management of the HR team;
  • Provide regular HR analysis and reports;
  • Ensure safe and standardized filing of personnel documents in all offices;
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.
Expériences / Formation du candidat
  • Minimum 3 years of experience from working as a senior HR Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Required basic knowledge of English, fluency in English is an added value
  • Excellent knowledge of Word, Excel, Powerpoint and Internet.
  • Able to speak before various audiences
  • Strong writing skills

Salaire / Indemnité

  • Duration: 12 months
  • Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
  • Grade: 9 in NRC’s grade structure.
  • Duty station: Bangui , with frequent travels in the field. Bangui is a non-family posting. Travel outside Bangui is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
