Description We are looking for an Emergency Response Manager in DRC!

NRC has been present in DR Congo since 2001 and currently runs operations in the Provinces of North & South Kivu, Province Orientale and Kasai and Tanganyika Province with offices in Goma, Bukavu, Beni, Bunia, Kananga and Kalemie. The programme has an annual turnover of approximately NOK 308M. The DR Congo operation responds to populations affected by conflict and displacement. We reached around 700.000 beneficiaries with education, food security, ICLA, WASH/shelter and Rapid Response Mechanism projects.

The Emergency Response Manager will coordinate and lead the different Rapid Response interventions in DRC in close coordination with the Area managers. The role is to coordinate the emergency response across several areas and allocate the needed resources. The role also includes taking the lead on the program development of the emergency response/RRM, including a) input to the CC strategies, b) technical development and guidance, c) planning and implementation of the emergency response/RRM, d) quality assurance, and e) close coordination with the core competency specialists in their areas of expertise. In addition, the Emergency Response Manager is responsible for monitoring, train, capacity build technical staff related to the emergency response.

It is a managerial position with specialist competences in the area of emergency response, leading the emergency response in the mission.

The Emergency Response Manager reports to the Head of Programme.

Duties and responsibilities
  • Develop strategy for the emergency response/RRM, technical guidance and SOPs for emergency response, including cash programming. Allocate resources to area offices as per developed implementation plan.
  • Develop a robust emergency setup based on appropriate needs analysis with an integrated program approach
  • In close collaboration with the CC specialists contribute to the development of macro LFAs reflecting the emergency response strategies and approach
  • Responsible for developing and quality compliance of all donor proposals, budgets and donor reports related to Emergency response/RRM
  • Follow up of compliance of donor contractual commitments within the emergency response; ensure high technical quality and synergies in project implementation.
  • Ensure that key learning is extracted from the emergency response implementation, and incorporate them in emergency response and staff development processes
  • Ensure systematic training and build capacity of technical staff
  • Responsible for development of emergency preparedness planning within the country operation
  • Represent NRC in relevant forums/Clusters, including in meetings with national authorities and donors at national level related to emergency response
  • Compliance and adherence to NRC policies, guidance and procedures

Qualifications
  • Post-graduate with minimum 5 years of experience within technical expertise area in a humanitarian context
  • Experience from working in complex and volatile contexts
  • Emergency Response expertise
  • Humanitarian coordination experience
  • Strong managerial and interpersonal skills
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and French, both written and verbal
  • Knowledge of the DRC context
  • Experience with rapid response mechanism (RRM) and cash as aid modality

Salaire / Indemnité

  • Salary/benefits: According to NRC’s general directions and free housing of moderate standard.

  • Duty station: Goma with up to 30 % travels to areas of response. Goma is a non-family posting. International staff members are required to live in joint accommodation.
