NOFO to Improve Awareness about the Rights of People with Disabilities

The U.S. Embassy Kinshasa of the U.S. Department of State announces a Notice of Funding Opportunity (NOFO) for a program to improve awareness among the local population of the rights of people with disabilities, specifically their right to equal treatment and self- determination; the right to participate in civic and political life and access services; and the right to freedom from discrimination.

The project will create a training program for people with disabilities to enable them to share information with the public about their abilities and participation in economic, civic, and social life. The content that the participants produce will be publicized online and through local media. The program, using local radio and social media will also promote information regarding access to basic services for people with disabilities, to ensure they are empowered and knowledgeable about their rights.
The grant recipient will also work with local service providers to strengthen advocacy and increase the capacity to assist people with disabilities. The implementing partner will coordinate with local government officials and people with disabilities to produce and publish political and/or civic information that is accessible to people with disabilities, including people who are hard of hearing or who have impaired vision.

Through interviews, pictures, and stories that focus on the abilities of a diverse group of people with disabilities, the city’s community will gain a measurably greater appreciation of the contributions and skills of people with disabilities to the economic, social, and cultural life of the DRC.

The amount of funding is $296,250 US Dollars.
The period of performance will be 24 months.
Objectives
Objective 1: Promote fundamental rights including; the right to equal treatment and self- determination; the right to participate in civic and political life and access services; and the right to freedom from discrimination by improving awareness among the local population concerning the rights of people with disabilities in the Democratic Republic of the Congo.
Objective 2: Support democratic processes and promote strong democratic norms by increasing the inclusion in the civic life of people living with disabilities in the DRC.
Main Activities

Activity 1: Training for people living with disabilities to create radio and social media content promoting their rights.
Activity 2: Coordination with local health and social support services providers to increase the inclusion of people living with disabilities among people who receive services
Activity 3: Tracking of increased awareness of the rights and abilities of people living with disabilities among people living with disabilities and the general local population in the DRC through a brief survey.
Activity 4: Training for local organizations on how to advocate for individuals living with disabilities within local, regional, or national government institutions.
Activity 5: Creation and distribution of radio and social media content to include three to six local short radio programs and one social media post.
Activity 6: Educational materials created and distributed to local service providers.
Eligibility Criteria
Eligibility is limited to U.S. Non-profit/non-governmental organizations (NGOs) having a 501(c)(3) status with the IRS, and overseas-based non-profit/non-governmental organizations.
For-profit and commercial firms are not eligible to apply in response to this NOFO.
