Since September 2009, UNICEF Sierra Leone has championed the use of Technology and Innovation to help address the issues that most affect the children and women of Sierra Leone.
Initially focused on Ebola Response and the need for Real Time Information to support and direct activities, the results achieved through Technology for Development (T4D) since 2009 have firmly established UNICEF Sierra Leone’s reputation as an agency committed to, and with expertise in, Innovation and technology for development.
Purpose and objectives
Given the growth in work around Innovation and T4D, UNICEF Sierra Leone is seeking a Drone Corridor Project Coordinator who will plan, manage and lead the rollout of the Drone Corridor by UNICEF Sierra Leone and DSTI.
Methodology and Technical Approach
The Consultant will divide time between T4D section in UNICEF Sierra Leone Country Office in Freetown and DSTI Building at Statehouse.
The consultant will closely work with the multi-sectoral T4D team in SLCO, Office of Innovation in New York, DSTI in Freetown and others to build on cross-sectoral engagement initiatives to deliver the Drone Corridor.
The consultancy will require regular field visits in the regions.
Activities, Tasks, Outputs and Deliverables
The Drone Corridor Project Coordinator will provide high level technical inputs and project management support for the drone corridor in Sierra Leone.
Subject to change based on evolving needs and issues the Office focuses on. This is an example of the types of things you will work on.  Some of the duties will include:
Coordinating across relevant stakeholders to define and identify and establish the drone corridor site and ongoing partnership
Developing and implementing the SOP for the drone corridor including site assessment, logistical arrangements, protocols, partnerships, data collection and usage.
Engaging industry (startups and more established players) to enable use of the corridor including for skills transfer and publishing of open results of tests.
Documenting experiences of establishment and management of corridor to inform other similar future efforts in other countries.
Authoring of position papers based on experiences with prioritized use cases:
Disaster Risk Reduction (DRR).
Mapping/ Imagery for Analytics (Education).
Cargo delivery – small & large payload.
Connectivity solutions.
Preparing a Terms of Reference to recruit future national staffing of the drone corridor and facilitate the mentoring and hiring process, as agreed with government
Management, Organization and Timeframe
The UNICEF Drone Corridor – Project Coordinator will be supervised by the T4D Specialist.
UNICEF recourse in case of unsatisfactory performance: Payment will only be made for work satisfactorily completed as per agreed deliverables and accepted by UNICEF
Terms of Payment
Monthly payment on receipt of invoice, based on monthly tasks and progress reports, approved upon monthly review with supervisor.
Condition of work
The consultant will be based in Sierra Leone.
The consultant must secure medical insurance (inclusive of medical evacuation) prior to assuming his/her duties with UNICEF (proof of insurance with med-evac clause is required).
Must have done UN BSAFE Certificate of completion as well as the mandatory UNICEF courses; Ethics and Integrity, Sexual Exploitation and Abuse, Sexual Harassment and Abuse of Authority.
To qualify as an advocate for every child you will have…
Master’s degree in related field or if bachelor’s degree, an additional 3 years of work experience in this field.
At least 6 years working experience in the field of Ecosystem technology.
A Bachelor’s degree, and additional 3 years of professional work experience in related field will be considered
Project management skills including results driven task prioritization and budget monitoring
Experience working in the private sector or managing corporate partnerships
Experience implementing and scaling new projects or technologies in developing countries is an asset
The capacity to build new things in a complex environment is an asset.
Demonstrated Entrepreneurial
Experience working in the contexts in which UNICEF operates.
Knowledge or experience of technical regulations or the commercial drone industry.
Experience with running or implementing (failed or successful) startups is an asset.
Must be able to multitask.
Fluency in English is required.
Competence in Krio is an asset.
Competence in another UN language is an asset.
