Regional Supply Information Systems Support Officer – West and Central Africa & East and Southern Africa.
Context
Driven by MSF’s goals, MSF Belgium (OCB) Supply chain’s mission is to enable humanitarian action and provide reliable supply chain solutions. It comprises several sites, in each mission on the field (projects and capital), with MSF Supply its European Supply Center, and its regional hub. The Supply Chain Department defines the global strategy of this supply chain, pilots its performance, and ensures that each site has the relevant support for its development.
The UniField ERP solution integrating finance and supply business is used by the OCB Supply Chain department as field information system covering orders and stocks management process at coordination and projects level. The Supply Information Systems (SIS) team is in charge of the service support with a user centric approach. This service is in his long run mode and propose different types and levels of support. With a regional approach, we aim to keep developing innovative support and training to the users while consolidating a strong community of practice managing the regional specificities.
Integrated within the headquarters Supply Information Systems team, you will work under the direct supervision of the SIS Operational Team Leader (SISOTL) and in a very close collaboration with technical referents (SIS Training Officer (SISTO), the SIS Support Officer (SISSO), the SIS Data Quality officer) in order to give support to the supply UniField focal point in the missions.
2 positions of Regional Supply Information Systems Support Officer are opened:
- 1 position for West and Central Africa
- 1 position for East and Southern Africa
Responsibilities
Trainings and guidelines in collaboration with SISTO and UniField focal points
- Design and deliver trainings and on-site coaching while promoting innovative ways of working (webinars, face 2 face, Quick WINS, bedside training, …).
- Give briefing and training to the users with a specific attention to the new onboarded users
- Support the missions with knowledge management contributing to their guidelines up-date, documentations and SOPs related to UniField.
- Provide sustainable solutions with user’s empowerment and contribute to the development of the OCB UniField community of practice.
Support missions in collaboration with UniField focal points, SISSO and SISOTL
- Manage the UniField routine support for the OCB missions in support to the SISSO through the ticketing system.
- Based on support demand analyses, develop a proactive, targeted and customized support for the users.
- Support the UniField deployments for new missions or new projects in the region.
- Support the missions for new UniField configuration based on the context specificities and local supply strategy.
- Data quality and analytics in collaboration with UniField focal points, Data quality Officer and Data Analyst
Support the missions on data quality analyses providing sustainable solutions based on roots causes analyses (bugs, ERP usage, process, linkage with external data bases, users encoding, …) avoiding simple data cleansing.
- Promote the usage of reports developed by the OCB Data Analytics Reporting Tool and the international data quality project.
Other
- As this role will evolve this person might need to be involved in data analytics community of practice
- In addition, this role will serve as back up for the SISSO and SISTO
- Can be assigned to replace the UniField focal point in the mission in case of absence or gap
Requirements

Education and experience
- Degree in Supply Chain management, Information Systems Management, or related fields, or equivalent workforce experience
- Experience with MSF in the field in a supply position
- Strong knowledge of MSF Supply Chain process
- Strong command of UniField ERP supply module is compulsory
- Knowledge in ERP data quality management, systems, flows and structure.
Language
- West and Central Africa region: Strong command of French, English preferred
- East and Southern Africa: Strong command of English, French preferred

Conditions
- Expected starting date: April 2022
- Contract type: Full time – Open ended
- Frequent Field visits (30%)
Location:
- West and Central Africa region: Preferably Dakar or Abidjan or another MSF mission in West or Central Africa depending on agreement with the mission
East and Southern Africa: Preferably Nairobi or Cape Town or another MSF mission in East or Southern Africa region depending on agreement with the mission. - Local contract**. The contractual conditions will be established based on the station, on administrative constraints and in respect of MSF function grids and salary policies.
- Salary according to the MSF salary grid in the country of work. For the stations where IRFFG is in place, the role is Level 9.
