General context

General objective and context

The Field ICT Team is part of the Projects and IT unit and reports to General Direction. The team’s objectives are:

  • To define policies and standard procedures to be applied in field missions.
  • to provide expert advice and support to field teams and operations department (IT and Telecom services/platforms and information security).
  • to design training modules, and to train field ICT staff.
  • To carry out R&D related to their expertise.

The Field ICT Technical Referent is part of the Field ICT Team and is hierarchically accountable to the Head of Field ICT. The general objective of this position is to identify the ICT needs of OCBA missions and to deliver ICT resources, services and support that fulfil those needs ensuring that operational and logistic activities can be carried out successfully.

Main responsabilities and tasks

Expert advice:

  • Ensure the efficiency of ICT infrastructure and solutions for the field, by providing proactive advice to all stakeholders: operations, logistics, field teams and project teams.
  • Advise field teams about ICT best practices on information security (IS) and business continuity management (BCM) and monitor its application and proper management from the field.
  • Design, deploy and update maintenance plans to manage the IT security in the missions, including voice & data communications and networking.

Monitoring & Functional Management:

  • Monitor the ICT status of the missions and perform the necessary actions to guarantee the best possible performance and report accordingly to key stakeholders, following the official communication line.
  • Functional management of Field ICT officers by following, monitoring and evaluating his/her technical performance.
  • Actively take part in budgeting and planning process of his/her expertise area and department.

Expert support:

  • Visit OCBA missions to give on-site ICT expert advice and support in the field according to planned field visits or upon specific request.
  • Supervise ICT services delivered to the field by international partners (ISP, soft/hardware providers, consultancy companies, etc.).
  • Act as second level of support for ICT services/platforms in the missions, following MSF OCBA standards and policies.
  • Propose, plan and implement ICT solutions by leading specific initiatives and projects based on ICT needs analysis of OCBA missions.
  • Solve technical questions from field teams and operational cells that require functional expertise.
    Receive, set and validate ICT equipment to be used in the missions when necessary.
  • Be part of the ICT on-call support roster.

R&D initiatives:

  • Explore technical possibilities and new existing trends, both internal and external, which may be relevant to the organization, and propose further exploration or implementation in the field.
  • Boost, plan and lead R&D initiatives related to the area of expertise.

Base of knowledge:

  • Ensure coherent documentation (processes, procedures and others knowledge assets/tools) is available for field teams.
  • Actively take part in the whole cycle of training processes related to his/her expertise including needs analysis, drafting documentation, delivering training and evaluating its final result.
  • Train and share technical knowledge with teammates, field staff or other MSF teams.

Transversal, intersectional and external duties:

  • Represent Field ICT team in intersectional technical meetings and other international events or projects where his/her participation and involvement are required.
  • Actively take part in other MSF OCBA projects where his/her participation and involvement are required.
  • Be available for short field deployments on technical or emergency assignments.
  • Provide hands-on support during start-up phases of MSF interventions requiring a strong technical expertise.

Selection criteria

Education and experience

  • Bachelor’s degree in computer science, telecommunications or related field.
  • Two years’ experience providing support to systems and telecommunication services in complex contexts.
  • Experience as training facilitator.
  • Experience in Project Management methodology. Certification is an asset.
  • Experience in service management methodology (ITIL foundation) is an asset.
  • Excellent communication skills in regards dealing with internal and external stakeholders (suppliers, functional managers, project managers, etc.).
  • Language skills: Fluency in English and French is mandatory. Spanish or Arabic is an asset.
  • Previous experience in the humanitarian sector. (especially with organizations such as ICRC or Oxfam).Field experience with MSF operations is an asset.
  • Experience in deploying and delivering support to Microsoft platforms: Windows Operating Systems, O365 applications & tools, cloud-based environment. Certification is an asset.
  • Experience in network administration, monitoring and troubleshooting (software/hardware configuration for access points, switches, routers and firewalls), especially Cisco-Meraki. Certification is desirable.
  • Thorough knowledge of connectivity technologies including satellite services such as: VSAT, BGAN, Starlink, Thuraya, Inmarsat or Satphones. Certification is an asset.
  • Thorough knowledge of Information Security Management (principles, best practices and tools).
  • Good command of voice over IP (VoIP) communication and protocols.
  • Good command of HF and VHF radio setup (radio base and mobile kits).
  • Good command of Microsoft Intune, MDT- Microsoft Deployment Tool or similar solutions.
  • Knowledge of tracking systems such as Garmin is highly valued.
  • Familiarity with remote helpdesk platforms.


  • Position based in Dakar.
  • Availability for traveling.
  • Duration: Permanent contract. Minimum commitment with the position of 3 years
