MAIN RESPONSIBILITIES

Specific to the role

The compass MIO is responsible for implementing and supporting the deployment of the COMPASS framework across OCB programmes and assignments.

The position focuses on four chronological phases:

  1. Onboarding Phase: Learning and mastering all COMPASS tools, logic and design frameworks
  2. Consolidation & Documentation Phase: Integrating project feedback, updating SOPs and guidelines and producing user documentation
  3. Deployment & Programme Support Phase: Leading training, workshops and continuous support to ensure coherent project/country adoption
  4. Reporting & Monitoring Process Compliance Phase: Ensuring adherence to COMPASS reporting and monitoring standards, liaising with the IKM team and supporting quarterly monitoring reviews to reinforce process alignment

The overall goal is to ensure consistent deployment, standardization across projects/country and optimal user support.

Onboarding & Capacity Building (March – July 2026)

  • Acquire a comprehensive understanding of all COMPASS tools, frameworks and workflows, including design logic (framework), activity information and Power BI dashboards
  • Build a solid understanding of the COMPASS design process, its rationale and its link to operational planning and projects monitoring

  • Participates in internal learning sessions with the COMPASS team, Project Manager and ICT colleagues to fully grasp tool interdependencies and end-to-end workflow logic

Consolidation, documentation & Tool Standardization (Post-Pilot Phase)

  • Collect and synthesise feedback from pilot projects to update and refine COMPASS SOPs, guidelines, and operational standards
  • In coordination with the Project Manager and ICT team, develop a comprehensive COMPASS User Manual covering:
  • Navigation and functionality of all tools
  • Selection of indicators, definition of targets, and design encoding
  • Procedures to import design sheets and using dashboards for monitoring
  • Contribute to the development of training materials, tutorials, and visual guides for project and country teams
  • Produce a structured deployment package for rollout (training modules, checklists, standard templates, support materials)

Deployment & Programme Support

  • Prepare, coordinate, and facilitate deployment workshops with project and country teams during ARO/MYARO moments or whenever new project intentions arise
  • Deliver structured training sessions on COMPASS tools (log frame design, Activity Infos, Power BI dashboards) to strengthen programme capacity
  • Develop workshop agendas, facilitation tools, and training frameworks to support project design, monitoring, and reporting
  • Provide continuous operational and technical support to project teams throughout the year, including troubleshooting, remote guidance, and follow-up on tool usage
  • Identify technical issues, usability challenges, and enhancement needs, and relay them to the Project Manager for coordination with ICT
  • Support the development and animation of a COMPASS community of practice to foster peer-to-peer learning and cross-mission exchange
  • Conduct regular follow-up with projects to ensure consistent use of tools, quality of data inputs, and proper adherence to workflows

Reporting and Monitoring Process Compliance

  • Ensure that all projects apply and respect standardized COMPASS reporting processes and timelines.
  • Collaborate closely with the Information & Knowledge Management (IKM) team to maintain accuracy, consistency, and coherence across reporting streams.
  • Support quarterly monitoring moments, ensuring alignment between project reporting, analysis, and COMPASS standards.
  • Monitor compliance with agreed monitoring and reporting processes, identify gaps or deviations, and propose corrective measures.
  • Contribute to continuous learning by consolidating lessons learned, sharing feedback from the programmes, and informing future improvements to the COMPASS framework.

REQUIREMENTS

Education & Experience

  • University Degree in Information Management, Monitoring & Evaluation or equivalent experience
  • Minimum 2 years of relevant professional experience in monitoring, data management or operational support roles (Project Coordinator, Project Medical Referent, etc..)
  • International experience with MSF or another similar international NGO is mandatory
  • Practical knowledge of Activity infos and Power BI is an asset

    CONDITIONS

    • Expected starting date: March 2026

    • Location: Brussels* (Belgium) or home-based (within 2-3 hours of time difference from Brussels) but mainly carried out in MSF projects

    *Due to legal administrative constraints, given the duration of the contract, candidates must already have the permanent right as Belgian or EU national, and/or valid work permit with mention of « Unlimited access to the labor market » to work in Belgium

    • Contract type: Fixed-term contract – full-time

    • Contract duration: 2 years

    • Mobility: 70% in MSF projects

    • Salary according to MSF international salary grid

    • Medical Insurance 100% covered as per international package – 45 days of annual paid leave

    • The contractual terms and conditions will be established according to the place of work, legal constraints and in respect of MSF standard function and salary grids
