Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian association created in 1971 that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation. The French section is present in around 30 countries.

Médecins Sans Frontières is made up of different entities, mainly:

  • 5 « operational centers » (OC) in charge of steering operations in our countries of intervention
  • 22 « partner sections » (PS), entities in different countries responsible for fundraising, communication and recruitment
  • 3 European Supply Centers (ESC) in charge of ordering, storing and shipping materials to the countries where MSF is working

In order to develop its activities and optimize its resources, MSF is currently structuring and professionalizing its purchases. In this context the MSF Strategic Procurement program (MSPP) has been launched in order to increase and improve the collaboration between the different MSF entities and set up a cross entity sustainable procurement function.

The purchasing functions of the Operational Centers and European Supply Centers have been professionalized. The Operational Center MSF France is launching a project to initiate this dynamic in the partner sections.

The objective of this project is:

  • To initiate and structure the procurement approach within the main partner sections (3 to 5 sections). At present, 2 sections have been identified to initiate the project: US (New York) and Canada (Toronto)
  • To define a set up for the procurement function of the PS after the project phase.

This project is planned to last until end of 2020.

As part of this project and to reinforce its team, MSF is seeking a :

Indirect Buyer for Partner Sections M/F

Mission

The Indirect Buyer for Partner Sections leads the procurement process for the partner sections within the procurement and supply department. He reports to the Head of Procurement Unit

He/she ensures that the principles stated in the MSF purchasing policy are respected:

  • The quality of products or services purchased comply with needs
  • Purchase efficiency
  • Transparency and fairness of the purchasing process
  • Protection against unethical or illegal practices

Main responsibilities

With each partner section he/she will:

  • Communicate to the PS on the procurement approach and added value
  • Ensure PS involvement in the project
  • Analyze and identify main procurement expenses
  • Define priorities with PS management team
  • Plan his/her procurement activity in accordance with PS availability
  • Raise awareness on procurement principles and processes
  • Train and empower key actors

For each purchasing proposal, he/she will lead the coordination of the procurement process with all the stakeholders and in particular:

  • Define the best procurement strategy in collaboration with the requesting departments,
  • Guide the requesting departments in the needs analysis: volumes and technical specifications
  • Guide the requesting departments in the sourcing of potential suppliers
  • Launch the tender and lead the analysis of the offers
  • Lead the negotiations with suppliers
  • Participate in selecting the most relevant supplier based on pre-established selection criteria
  • Support the different departments in their relationship with their suppliers in case of need (negotiation, dispute etc).

Using existing Operational Center standards, he/she will define and implement all procurement practices, procedures, tools and documents necessary for the successful completion of these purchases.

He/she will create an implementation proposal to ensure long-term procurement support for the Partner Sections after the project phase is completed.

Expériences / Formation du candidat Qualifications: Bachelor’s Degree in business / management or equivalent

Experience: 5 years minimum purchasing experience, preferred experience with indirect services.

International purchasing experience is a plus. An experience within an NGO/MSF is appreciated.

  • Proven experience in negotiating, contract review, supplier management principles
  • Strong organizational and project management skills
  • Ability to work within a cross-functional team
  • Strong analytical and problem solving skills
  • Demonstrate independent initiative
  • Ability to manage work load and prioritize multiple tasks
  • Excellent verbal and written communication skills

Languages: Fluent in English and French

Salaire / Indemnité Contract: 18-month fixed term contract based in Paris with 70% of time travelling abroad (New York and Toronto for the first nine months, other cites to be defined later)

Starting date: as soon as possible

Salary:  41,6 k€ gross per year based on 13 months. 22 days RTT per year. Health insurance covered 100% by Médecins Sans Frontières. Restaurant vouchers of 9€ (covered 60% by Médecins Sans Frontières).

Paris:  Reimbursement of 50% of the public transport ticket.

Travel: Per diem and accommodation.
