MSF recruits 01 Humanitarian Affairs & Protection Officer (Based in any MSF OCBA Hub)
GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed, or political affiliation.
MSF is a civil society initiative that brings together individuals committed to the assistance of other human beings in crisis. As such MSF is by choice an association. Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF.
The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar, and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Communication Department.
MAIN PURPOSE
– Contribute to the analysis of the humanitarian crisis in South Sudan with particular emphasis on issues related to humanitarian space, patterns of violence and patterns of displacement of the population at project level as well as the wider area of operations of MSF.
– Provide technical support to MSF staff for the identification, anticipation, mitigation and response to protection concerns.
MAIN RESPONSIBILITIES AND TASKS
(1) Contribute to the understanding of the humanitarian crisis in South Sudan, especially focused on the Upper Nile and progressively including the other areas of interest of OCBA in the country. Specifically looking at:
– The main drivers of the crisis, the consequences for the population and the level of humanitarian response, including mapping out other actors’ response.
– The challenges to humanitarian space and to an effective humanitarian response.
– Patterns of violence and displacement in the communities in which MSF is working.
– Potential MSF positioning in relation to the key identified issues.
(2) Contribute to the building of multidisciplinary support networks involved in responding to protection concerns and other critical needs.
– In collaboration with FCs, identify and liaise with other relevant actors (ensuring updated mapping of national and international humanitarian and development actors, authorities, local associations and support groups) in order to (1) contribute to the project objectives and established priorities, (2) establish referral and contra-referral pathways after having assessed quality and safety of the service provided, (3) Build Cooperative Relations.
– Identify and assess existing coordination and response mechanisms for protection and victims of violence or other related area.
– Give support to projects to conduct meetings with relevant stakeholders (UN agencies, government representatives of relevant sectors, international and local NGOs, and community-based organizations providing protection services) and assess options for collaborations.
(3) Contribute to the definition of key positioning and co-lead advocacy efforts
– Identify and propose key issues that require MSF positioning and advocacy at local, national or international level, agree on key areas of focus (one or two issues) with the CMT, and advise how they might be framed, evidenced and implemented.
– In collaboration with the CMT, define positioning and develop advocacy strategies for emerging priority topics. Follow up implementation with project teams as needed and summarise outcomes and lessons learnt.
– When delegated by Hom, represent MSF while articulating Mission priority advocacy issues in UN meetings, civil military cooperation meeting, NGO forum meetings and government departmental meetings.
– Analyse and review health care provision, preventive programs, identify gaps and access constraints and address with government authorities, UN agencies and other donors.
– Work closely with other MSF sections and support in developing and advancing intersectional advocacy issues (current intersectional priorities include health system financing/delivery and HIV, TB and malaria).
Expériences / Formation
REQUIREMENTS
– University degree in social sciences, social communication, community engagement or related studies, or sufficient relevant work experience to develop the necessary expertise to fulfil the role (which would include project management experience, coaching and training).
– First-rate writing skills and excellent research / analytical skills.
– Field humanitarian experience in similar contexts (conflict, displacement resource-poor environments)
– Good understanding of current humanitarian debates and of the dilemma/compromise nature of modern humanitarian interventions.
– Languages: English fluent.
– Essential computer literacy (database design/analysis, MS package, and internet-based research).
– Availability for 9 months.
Salaire
WHAT WE OFFER
