This position is based in the Field, travelling from mission to mission

Mission

Th Flying Construction will provide technical and strategic support for the implementation of construction activities with the objective of optimizing the methodologies and technical solution related to construction and shelter implemented by the logistics in MSF programs.

Main Responsibilities and Tasks

Direct technical support to field operations

On request of the Operations, the Flying construction will intervene in the mission to:

  • Promote and implement construction activities of the mission based on the construction project cycle (implement or facilitate)
  • Participate in:
    • Assessment and feasibility phases
    • Program support visits
  • Assume the post of Construction Team Leader or Coordinator, where and when appropriate, in emergencies.

Audit and recommendation to missions

  • Evaluate
    • Construction activities needs
    • Pertinence of specific construction activities within projects,
    • Construction activities proposed.
  • Provide recommendation to improve quality of construction activities
  • Follow-up and monitoring of construction emergency activities.

Contribution to missions’ operational strategies

  • Share information with Medical and Logistic Coordinators to identify potential construction related activities to develop
  • Participate in the development of appropriate project strategies based on analysis of the situation
  • Advise on Eprep capacity when appropriate (especially on shelter)

Training and coaching

  • Provide support for the choice and development of construction or logistic staff in accordance with his expertise.
  • Provide coaching to construction and logistic teams both local staff and expatriate
  • Participate in the review, design and presenting of MSF training modules

Validation of products and local suppliers.

In every mission dedicates time to support Supply teams to:

  • Validate technically sensitive product or tools
  • Validate local suplliers.
  • Clean up stock and Eprep stocks (especially on shelter) if required

When the Flying construction is not on mission and after enjoying R&R / holidays, they will support the construction team in its usual activities.

They can be asked to do the temporarily backup of the AMO/project coordinator or the construction referent.

Expériences / Formation

  • The candidate should be a trained specialist or engineer in the construction sector.
  • They shall have expertise in some and interest in all of the following topics:
    • Construction in low income countries
    • Construction of health structure / hospital
    • Construction in short lead time
    • Construction in remote area
    • Construction with specific standards
  • MSF experience in construction project is essential.
  • English and French fluent. Knowledge of other languages an asset.
  • Result and quality driven
  • High communication skills and capacity to interrelate with people.

  • Adaptability and flexibility.

Salaire

  • Field-based position (various missions up to 100% of the time) with visits to HQ in Geneva.
  • Practical working conditions while in the field are as per the MSF OCG Volunteer Handbook.
  • Fixed-term contract : 10 months
  • Occupancy : 80%
  • Ideal Starting date: asap
  • Gross monthly salary: CHF 5’500.- for 100% position (actual salary proportional to occupancy rate)
  • Social Benefits: Health insurance and living costs in the countries of intervention and at HQ, paid according to internal regulations.
