MSF recruits 01 Academy project Manager – Anti Microbial Resistance learning (m/f/x)

Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation.

CONTEXT

The MSF Academy for Healthcare of MSF is an initiative that has been created with the aim to increase the quality of healthcare provided by our staff to the patients we assist in the missions. The Academy has a growing portfolio of projects addressing specific learning objectives of different categories of healthcare staff in MSF. All these projects are chosen in line with overall MSF operational and medical priorities.

A large focus is on MSF’s national staff, especially in the countries with the largest gaps in Human Resources for Health (HRH) capacity.

The Academy aims to maintain the same overall educational approach in all its projects: competency-based learning; as much as possible on-the-job training with the presence of strong tutors or clinical mentors; and seeking to achieve appropriate accreditation for all trainings, often in collaboration with partner teaching institutes.

In practice, the activities of the MSF Academy are organised in separate initiatives.

  1. Hospital nursing

This is the largest program, offering comprehensive Continuous Professional Development package for all staff or hospitals that join the program. Theory and clinical mentoring sessions combined work toward achieving the competencies of basic nursing science in these hospitals. This program is implemented in several hospitals in Central African Republic, South Sudan and Sierra Leone and we are preparing to start in Mali.

  1. Outpatient care

This initiative offers a 6-months learning program towards key competencies for nurse-based health centre consultations. The aim is to improve the quality of care and the clinical reasoning of the consultation staff. This program is implemented in Sierra Leone and Guinea and will soon start in Nigeria and South Sudan.

  1. A Post Graduate Diploma course in Infectious Diseases, as a 24-month, work-based learning program for medical doctors to improve their competencies to manage infectious diseases in remote settings while in the field with MSF
  2. A Fellowship program for Medical Humanitarian Action, a as a 24-month, work-based learning program for PMR and medical coordinators on all key competencies for these positions.
  3. The Anti-Microbial Resistance (AMR) learning initiative

Since 2015, Antibiotic resistance (ABR) has been chosen as a central priority by MSF. More than ever, it has become clear that Infection Protection Control Supervisors (IPC) and Antibiotic Stewardship (ABS) focal points are key players in every MSF hospital in the fight against ABR. These positions are almost always national staff for which clear job description and competency frameworks have been developed. However, MSF has been late to organize an effective learning strategy for these key positions. In that sense, the AMR learning Initiative eLearning courses will be transformational in making these roles the cornerstones in making MSF hospitals safer with regards ABR.

MSF Holland (OCA) together with the MSF Academy for Healthcare have developed and implemented two pilot eLearning programmes for IPC Supervisors and ABS Focal Points in MSF hospital settings. The project partnered with a respected international organisation; British Society for Antimicrobial Chemotherapy (BSAC) to develop the curriculum content in collaboration with MSF experts. The eLearning courses are modular, and practice based with integrated learning in both French and English. The participants are supported by clinical mentors to provide practical support, ensure the quality of the eLearning, connecting it to their own professional environment and for learning support.

“RAISON D’ETRE”, MISSION AND NATURE OF THE FUNCTION

Overall, the main tasks of the Global team can be divided in 4 categories:

  • Leadership and project initiation
  • Project management of existing projects
  • Administrative follow up and support of existing projects or the overall structure
  • Technical expertise, guidance and support for the different programs (nursing, learning, curriculum development, mentorship, etc.).

Herein, the project managers cover the tasks of the first 3 categories.

The management of the AMR project is expected to require 50% of an FTE. The present position is aimed to cover this task and planned to take up the responsibility for other managerial and leadership tasks of the management team.

The main challenges for the AMR project in the next phase are:

  • Manage the scale up of the project to include all 5 MSF Operational Centres
  • Embed the project into the Academy and MSF
  • Integrate the lessons learnt from the pilot phase
  • Management of the communication with a large number of stakeholders (HQ staff in all OCs (medical, operational, L&D); field staff.
  • Oversee content reviews and integration of new content
  • Manage the relationship with Tembo (MSF online learning platform)

Positioning within the organisation

The project manager will respond to the director and the deputy director of the MSF Academy.

The project manager will work in very close coordination with the Clinical Mentorship coordinator as a strategic duo for the project. He will be the line manager of the Clinical Mentorship Coordinator.

RESPONSIBILITIES

MAIN ACTIVITIES

  1. AMR learning initiative (50%)
  • General project management of the AMR learning Initiative, from strategy review, detailed planning and implementation and support of the quality of the activities.
  • Coordinate the development of the course content: review of the existing modules and development of an extra module on microbiology.
  • Manage the collaboration with BSAC
  • Stakeholder management in MSF (OCs, Tembo, IPC & AMR Platforms)
  • Team management
  • Admin/fin/supply of the project, with a specific attention to the complexity to purchase and ship the tablets to all the projects with participants.
  1. Project management at the MSF Academy (50%)
  • Lead the project management of another MSF Academy project from needs analysis, to project design implementation and support management.
  • Take on the main responsibility of one of the main overall managerial tasks of the MSF Academy in coordination with the director and deputy director.

Expériences / Formation

REQUIREMENTS

Experience

  • Medical Doctor, nurse or midwife, with MSF field experience in a clinical role
  • Proven project management experience of minimum 3 years, including MSF field coordination, Project Medical Referent/Medical Team leader (PMR/MTL) or Medical Coordinator experience
  • Experience in team management
  • Good understanding of information management and monitoring and evaluation
  • A sound experience in the field of learning or curriculum development is a plus

Competencies

  • Ability to work autonomously
  • Very organised, creative and solution-oriented
  • Pragmatism is an important skill
  • Excellent computer skills.
  • Fluent in English, French is an asset.
  • Available for field visits

Salaire

CONDITIONS

  • Expected starting date: February 2022
  • Contract type: Open-ended contract
  • Location: based in Beirut, Nairobi, Dakar
  • The contractual terms and conditions will be established according to the place of work and in respect of MSF standard function and salary grids, taking into consideration past experience.
