MRCA/RI France recrute 01 Finance and Administration Officer

 

Under the supervision of the Head of MRCA/RI France, the Finance & Administration Officer will be accountable for the sound accounting management of MRCA/RI France Offices (Lyon and Paris); HR administration and record-keeping; facilities/premises management; and health and safety compliance.

Key Responsibilities:

Finance and Accounting

  • Ensure that all RI accounting and financial policies and procedures are adhered to for the French offices and identify any gaps in current practice in relation to compliance with French accounting standards.
  • Manage day-to-day accounting functions for MRCA/RI France offices, including bookeeping in ‘Ciel’ software on a monthly basis, cashbox verification, bank account reconciliation, advances’ reconciliation and coordination and follow up on bank transfers.
  • During fiscal year-end closing:
    • manage the accounts closing exercise for France offices;
    • verify expenses against supporting documents for the whole year
    • ensure that all the necessary documents are available, up-to-date and properly archived physically and electronically;
    • verify and validate the inventories;
    • prepare the annual financial report for the General Assembly.
  • Transition from ‘Ciel’ to a new accounting software.
  • Ensure that an effective filing system is in place and keep a record of all support documents related to the French offices.
  • Establish a Paris/Lyon offices annual budget and ensure follow up.
  • Secure internal authorization and ensure timely payments are made to suppliers; ensure that recurrent expenditures are made as per budget.
  • Ensure that a proper filing system is in place and keep record of all financial, administrative and supporting documents both electronically and physically.

Assist with GSO Finance Tasks, specifically

  • Assist in reconciling country office balance sheets in NetSuite.
  • Assist in developing and implementing monthly closing and reporting schedules for country level Finance teams at the beginning of the year and throughout the year under the direction of either the European Controller or the Global Finance Manager of Systems and Processes.
  • Help ensure that there is adequate documentation for transactions originated in field offices by reviewing same in NetSuite.
  • Assist the Global Finance Manager of Systems and Processes in overseeing reporting and recording field transactions to ensure compliance with established policies and procedures.
  • Via the Global Finance Manager of Systems and Processes, work with RI Global Assurance to help follow up on assurance findings.
  • Help coordinate collection of field samples for HQ entity audits.
  • Help the Global Finance Manager of Systems and Processes provide support for program audits and field financial reviews.
  • Provide support as needed to country office billing processes as directed by the European Controller.

Human Resources administration

  • Manage HR administration for the France offices, ensuring that legal and internal policies and procedures are followed, and that MRCA/RI France complies with French law.
  • Ensure that all legal information that is required to be posted in the workplace is displayed in the Paris and Lyon offices and communicated to home-based staff.
  • Review, process and submit payroll on a monthly basis for all France-based employees, in close coordination with Benefits & Compensation Director based at the GSO in the US.
  • In coordination with the Global HR Director based at the GSO in London, ensure staff files and documentation are complete, accurate and up to date; and held/stored in compliance with Global Data Protection Regulations.
  • Assist with the recruitment of MRCA/RI France staff (including placing job advertisements; registration and enrolment with URSSAF/social security/ insurance providers; and support visa for visa processes)
  • Organize the on-boarding of new staff joining MRCA/RI-France teams.
  • Prepare reports and ensure timely payments for Social Security and other social benefits charges and ensure that all employer’s obligations are met.

General Administration

  • Control and validate contracts with third parties related to the French offices (office leases, software, utilities, insurances, etc).
  • Liaise with global Finance, HR and Operations Departments and provide relevant and accurate information as required.
  • Ensure the France offices operate effectively in terms of IT and telephone systems, office supplies and equipment.
  • Register and manage the mail received and to be sent.
  • Ensure the proper maintenance and cleaning of the offices.
  • Ensure that appropriate safety (including fire safety) and security measures are in place.
  • Facilitate the use of the offices and meeting rooms by colleagues and partners visiting Paris and Lyon.
  • Facilitate the visits of colleagues from other Relief International Alliance.
Ville Lyon
Expériences / Formation du candidat
  • Bachelor’s degree in Accounting or equivalent by work experience
  • Minimum of 5 years’ professional experience, ideally with a French Association or NGO
  • Good analytical, planning and problem-solving skills, as well as close attention to detail
  • Fluency in French (first language standard) both orally and in writing;
  • Good command of English (both orally and in writing)
  • Excellent interpersonal and communication skills, including patience, diplomacy, willingness to listen and respect for colleagues
  • Capable of working both individually and as part of a team
  • Flexible approach, willing to perform relevant duties beyond the terms of reference when required
  • Demonstrated ability to work and manage across multi-functional units and across cultures
  • Good time management skills; well organized; able to manage multiple projects to strict deadlines and without close supervision
  • Knowledge of trench Law as it relates to Associations would be an advantage (Loi 1901).
