MSF eCare Field Implementer (based in Dakar)
GENERAL CONTEXT
Médecins Sans Frontières is an international independentmedical-humanitarianorganization, whichoffers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armedconflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movementisbuiltaround five operationaldirectoratessupported by MSF’s 24 sections, 24 associations and other offices togetherworldwide. MSF OCBA is one of thosedirectorates. The operations are implemented by field teams and the mission coordination teams; togetherwith the organizationalunitsbased in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The fieldoperations are guided and supported by 5 OperationalCells, the Emergency Unit and otherdepartmentssupportingoperations, including the MedicalDepartment and Projects& IT.
CONTEXT OF POST
MSFeCAREis an electronicclinicaldecision support system thataims at improving the management of acute illnesses for childrenaged 2 months to 5 years in primary care facilities by healthworkerswithlimited but sufficientmedical training (clinicalofficer, nurses).
MSFeCAREaddresses the mostfrequentdiseasesencountered in thisage group and provides guidance to the cliniciansaccording to the child’sclinicalpresentation – a syndromicapproach.
MSFeCARE guides clinicians’ step by stepthrough the consultation process up to a classification and treatmentrecommendations. All recommendations are based on MSF and international experts’ guidelines. MSFeCAREclinicalalgorithmwasdevelopedboth as paperbooklet and as an application for Android tablets.
As of December 2018, MSFeCARE has been deployedin 5 countries, supporting more than 80 000 consultations.
The projectiscurrentlyscaling-up withplanneddeployments in variousSub-Saharan Countries, within MSF OCBA projects as well as otherdirectorates.
To support thisgrowth, MSF OCBA isrecruiting a MSFeCARE Field Implementer. The MSFeCARE Field Implementerwillbe in charge of deployment and support of MSFeCARE in variousprojects in Sub-SaharanAfrica. He/shewillplay an active role in contributing to support materials and tools for the success of his missions and mayconductevaluations and reinforcements for ongoingprojects.
PLACEMENT WITHIN THE ORGANISATIONAL CHART
The MSFeCARE Field Implementerwillbeaccountablehierarchically to OCBA head of Apps4Ops although s/hewillbe part and managedwithinMSFeCAREproject team.
S/hewillalso have strongfunctional links with:
• OCBA PaediatricMedicalReferent as MedicalReferent
• MSFeCARE Application Referentwhowillact as a TechnicalReferent

RESPONSIBILITIES AND MAIN TASKS
The MSFeCARE Field Implementerwillberegularlydetached to MSF field teams for MSFeCAREdeployment and support missions:
• He/shewillconsolidate the details of the intervention implementation and evaluationprocedures and toolstogetherwith the field team
• He/shewillorganize meetings with the field team in order to brief on the rationale, objectives and methods of the intervention
• He/shewill train the coordination team on the intervention procedures, and especially the use of monitoring data and reports
• He/shewill train the MSF and/or MoHprimary care supervisors on the intervention procedures, the use of the MSFeCAREalgorithm, the supervision visits, and the monitoring and reportingtools
• He/shewill train the consulting nurses on the rationale, objective and use of MSFeCARE in close collaboration with the team in the field
• He/shewill supervise the implementation, the completeness and the timeliness of the supervision visit and reporting
• He/shemay supervise MSFeCARErelated consultation proceduresduringvisits to the healthfacilities for continuousimprovement of itsimplementations
• He/shewill document and report on his missions

More generally:
• He/shewillplay an active role in improvingMSFeCAREimplementation documentations and tools
• He/shewillremotelyassist active projects on an adhoc basis
• He/shewillparticipate on an adhoc basis to testing and validation of new MSFeCAREalgorithmsbeforetheirfielddeployments

SELECTION CRITERIA
Education and experience
• MedicalDegree
• Ideally, MSF fieldexperience and recentinvolvement in paediatricclinical practice. Knowledge of MSF operationalwork and policies

• Excellent communication skills and fluent command of French and English, both oral and written.
• Excellent organizationalskills
• Experience in epidemiology, public health and/or qualitative surveyswillbeconsidered as an added value
• Ability and willingness to travel (50%-80%)

CONDITIONS
• Position based in Dakar at the MSF OCBA office withregulartravels to MSF missions in Sub-SaharanAfrica and occasionally to Barcelona or Geneva.
• Full-time job
• Contractinitiallyuntil the end of 2019 with possible extension
• Annuallygrosssalary (based on 40 hoursweekly): €26,981.28 (dividedin 12 monthlypayments) + secondarybenefitsbased on MSF OCBA Reward Policy
• Practicalworking conditions (alsoduringfieldvisits) as per the MSF-OCBA guideline
• Starting date: as soon as possible
