GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around five operational directorates supported by MSF’s 24 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations.

GENERAL OBJECTIVE AND JOB ENVIRONMENT

Dakar Unit is under the management of Cell 2 in OCBA’s Operations Department. The Head of Unit (HoU) is part of the cell and hierarchically and functionally under the Cell 2 RECO, but is expected to coordinate as well with other departments when necessary.

The HoU’s main purpose is to (1) represent MSF OCBA in Dakar and support medical advocacy for the region’s operational portfolio (2) responsible of the Laboratory and Diagnostic dossier (3) participate in developing the operational portfolio and response in the region (4) participate in the formulation of the vision for the Dakar Unit and coordinate its development and (5) manage the OCBA Dakar Unit

The OCBA Dakar Unit will coordinate efficiently with other sectional platforms in Dakar or Abidjan (OCG, OCP and OCB), avoiding duplication and ensuring the best support possible to boost OCBAs operations in the region.

MAIN RESPONSIBILITIES

1. Represents MSF OCBA in Dakar and supports medical advocacy efforts in the region

The HoU represents OCBA in Dakar through strategic and focused networking, participating in relevant forums or proactively organising meetings and events on issues relevant for MSF be it for analytical or advocacy purposes. This is done through:

Building and maintaining a network among humanitarian, donor, UN and regional institutions, academics and think tanks present in Dakar to increase OCBA’s analytic capacity concerning the different countries, actor’s policies or developments happening in the region.
Advocating for OCBA or MSF on relevant issues. For this the HoU identifies relevant events that can be of importance for MSF in terms of advocacy or organises ad hoc meetings (including for MSF staff that come specifically for this purpose). This work is coordinated with other OCs or relevant MSF platforms (e.g. Access Campaign).
Supporting the development and implementation of the medical advocacy dossier of the different missions in the portfolio from Dakar platform on identified themes or medical issues in the region.
Providing operational, medical advocacy capacity in relation with emerging patterns or thematic campaigns carried out by CAME.
Co-organizing the PEDIATRIC DAYS 3rd edition in Stockholm in April 2019. He/she will be as well formal member of the steering committee (editions every one year and a half to two years alternatively between Dakar and Stockholm).
Producing systematically and timely written reporting on important information.
Activities in networking will be carried out in coordination with other OCs present in Dakar, the Humanitarian Affairs and Representation Team (HRT) of the International Office in Geneva and other relevant MSF OCs or platforms (e.g. Access Campaign) when necessary.

1.2 Represents MSF to Senegalese authorities and negotiates MSF registration in the country

The HoU represents MSF in Senegal to the authorities and is co-responsible for registering MSF in country. For this he/she:

Liaises with the Shield Project team supporting and providing guidance for MSF registration in Senegal.
Builds and maintains a network to support MSF registration in-country.
Negotiates any legal or administrative issues required by MSF.
MSF representation task will be conducted in collaboration and coordination with MSF OCBA, OCG and OCP.

2. Participates in the development of the operational portfolio and response in the region

The HoU participates in the development of operations in the region through:

Proactive submission of proposals to the RECO and other cell members when potential opportunities to boost operations are identified.
Regular scanning of the humanitarian and medical needs in the region (together with the Meds team in Dakar) and reporting findings to RECO.
Formalizing specific partnerships with key relevant institutions ex. MCH Centre of Excellence in Dakar aiming at producing MSF tailored trainings or identifying potential for relevant operational research in the mission portfolio.
Identifies, together with the Proximity manager, opportunities for staff development in Dakar and proper staff follow up; submits proposal to the cell and is co-responsible of its implementation.
Provision of support to Emergency or Regular operations that can be provided through Dakar (networking, information gathering, advocacy on humanitarian or medicals situation – e.g. Medical supplies).
Participation in all cell meetings. Participation in Ops meetings (ROP) and other meetings when relevant.
Making field visits to support operations in the region on specific areas when required.
3. Responsible for the laboratory and diagnostic dossier.

Formalize an advanced partnership with relevant key institutions in the region identifying possible thematic investment relevant for OCBas operational portfolio and beyond.
Follow up concrete plans with Institutional partners coordinating and supporting all aspects of operational research and others.
4. Participates in the formulation of the Dakar Unit vision and coordinates its development

The HoU participates in the elaboration of a medium to long term vision for OCBA Dakar Unit and its implementation. This shall include:

Identification of opportunities to support and improve the MSF social mission from the region
Elaboration of a vision, including the progressive scope of activities (medical, operational and HR) to be conducted from the Dakar Unit, its relation to the OCBA strategic plan and the wider MSF movement
Elaboration of a Dakar Unit strategic plan (budget, activities, indicators) and its implementation once approved by relevant body in OCBA.
Reports on the Dakar Unit strategic plan roll-out to relevant body in OCBA.
Coordination with other OCs in Dakar to avoid duplication and to multiply the support to operations.
Participation in the discussion of intersectional dossiers in Dakar Unit like ped/nut packages in the region, intersectional emergency response capacity and others.
5. Manages the Dakar Unit

The HoU is in charge of the management and the administration of the Dakar Unit. This shall include:

Managing the Dakar Unit team to ensure adequate boosting of the operational portfolio in the region in areas like paediatrics, nutrition, lab and diagnostics, epidemiology, emergency response and surveillance, humanitarian anthropology, mental health and HR, identifying opportunities and support the teams to overcome challenges in close collaboration with the cell members, missions and relevant departments.
Regularly informing the Dakar Unit team about MSF OCBA activities and any development concerning the Unit.
Making regular evaluations of Dakar office staff under his/her direct responsibility.
Ensuring the overall responsibility and management of the administration (HR, administration and Finance policies) of the office.
Ensuring that the office is run well and fulfils the general standard of MSF OCBA and that a professional, effective and efficient working environment within the office is maintained.
Maintaining constant dialogue with MSF OCG to ensure smooth running of the mutualized back office services (administration, logistics, travel, training and event organization) and ensuring preservation of positive, productive working environment in addressing any overlapping or mutual interests when they arise.
SELECTION CRITERIA

Education and experience

Essential

Medical or paramedical background.
Significant work experience with MSF at field level (minimum 3 years). Working experience in HQs will be an asset.
Extensive management experience at a strategic level (minimum 3 years).
Demonstrable engagement experience in representing MSF at different levels.
Fluency in written and spoken French and English.
Basic computer knowledge and skills: word, excel.
