MSF is seeking a :

Deputy Logistics Coordinator in charge of Watsan – NIGERIA M/F 

MSF OCP has been permanently present in Nigeria since 1996; today, we are running 5 projects with 1 reestablished country coordination team based in Abuja:

  • Jahun/Jigawa State: maternity and fistula surgery project (151 beds), opened in 2008
  • Port Harcourt/Rivers State: sexual violence project (2 clinics), opened in 2015
  • Maiduguri/Borno State: pediatric hospital (80 to 150 beds) with large intensive care unit, opened in 2017 (first operations of OCP in Borno started in 2014).
  • Bama/Borno State: pediatric hospital (30 to 45 beds), opened August 2018
  • Emergency Preparedness and Response team responding to multiple emergencies in the country, since 2006

MAIN RESPONSIBILITIES : 

Responsible for the correct implementation and monitoring of the overall Water Hygiene and Sanitation (Watsan) content of programmes in the country, according to universal health standards and MSF procedures, in order to ensure protection to the public health.

In addition, the Deputy LogCo in charge of WatSan may propose and implement some activities not related to medical programs. In this case, such a watsan activity becomes a program by itself.

The Deputy LogCo in charge of watsan will be based in Abuja with regular visit to the projects (Jahun, Port Harcourt, Borno projects, EPREP intervention locations) and others locations in order to orient and organize the activities, as well as follow the implementation of the essential requirements. 

SPECIFIC OBJECTIVES : 

Operational

  • Ensure that the watsan action plan for 2019 is followed and set-up in coordination and at field levels
  • Provide qualified technical support to all the fields in all WatSan related matters
  • Ensure that all Watsan MSF standard essential requirements for hospital, clinics and guesthouses are in place in the fields and at coordination level
  • Continue the collaboration with University of Port Harcourt for the Innovative Latrine Project which includes intense technical guidance and monitoring of activities
  • Cooperate with dedicated construction managers on WatSan related points (e.g. Maiduguri construction of permanent structures)
  • In collaboration with the SupplyTeam, conduct market assessments of Watsan specific suppliers in Nigeria (Abuja, Kano etc.) and ensure the validation of WatSan materials
  • Monitor Watsan equipment/inventory in the mission and follow-up on international orders
  • Oversee the process for water sampling and, based on the analysis, make recommendations to the fields. In this regard, it’s the responsibility of the fields, in cooperation with a laboratory-experienced staff, to validate the water analysis from laboratories.
  • Ensure that WatSan maintenance plans are in place in each field and followed by the logistic/WatSan manager
  • Ensure a good collaboration with Logistics Coordinator, Head of Mission and HR/Finance Coordinators
  • Ensure a good communication with the watsan regional referent in Abidjan
  • Plan, propose, coach and supervise, in close coordination with the HR department, the associated processes (recruitment, training, evaluation, development and communication) in order to ensure both the number and the skill of the Watsan team is appropriate
  • Ensure developpment of adequate skills for the EPREP WatSan supervisor and the other EPREP-Pool members, particularly regarding Cholera, Lassa Fever and Ebola, and organize training sessions as needed

Strategic

  • Ensure that the Watsan strategy and budget for 2019 is followed and set-up in coordination and at field level
  • Develops the 2020 strategy in the country in collaboration with medical department linked to the operational plan of the country. Perform Watsan assessments in Nigeria and propose Watsan projects
  • Overall responsible for the maintanance and implementation of currently 2 “stand-alone” WatSan projects (innovative latrine project in Port Harcourt and punctual WatSan interventions in Maiduguri)
  • Make the link with the different Water, Hygiene and Sanitation (WHS) actors (ICRC, UNICEF, ACF, Save the children etc.) at Abuja and field levels to increase our understanding of their operations and propose positioning of MSF in WatSan activities in our different fields of interventions, ensure a proper reporting of the different meetings held. Participate in wash cluster meeting in Abuja and in the fields
  • Work on the component WHS of the E-prep strategy and possible intervention scenarios. Work on the E-prep stock composition and stock management

Expériences / Formation du candidat Education: University diploma in water-, civil- or environmental engineering

Experience: At least 2 years working experience in a WHS related field with an International NGO in a position of management is required. Previous MSF experience as a WatSan is an asset.
