Médecins Sans Frontières, an international medical and humanitarian association founded in 1971, provides medical assistance to communities faced with crises endangering their survival. These crises typically take the form of armed conflict but also include epidemics, natural catastrophes and even exclusion from healthcare. The French section of MSF is present in some thirty countries worldwide.

As a temporary replacement, MSF is currently looking for a Cell Logistics Manager – Tokyo Cell.

The operational unit located in Japan is under the responsibility of the Operations Director part of the Operational Centre Paris (OCP). The portfolio is composed of programs in the Philippines, Papua New Guinea, Pakistan, Bangladesh and Cambodia.

The regional position allows closer interactions with the fields of operations and interactions with MSF actors present in the region. Additionally, the cell is participating in the regional monitoring for emergencies in coordination with the Emergency Cell located in Paris and regional partners.

The cell is a team of 7 people who cover a wide area of expertise (operational, medical, financial, HR, comms and logistics).

Under the hierarchical responsibility of the Cell Manager (CM) and the functional responsibility of the Head of Operational Logistics, you support the CM in the management and definition of the logistics activities of the cell and missions. You are the guarantor of the consistency of the logistics component of the programs and the quality of the implementation.

As a member of the cell you:

  • Participate in establishing the program objectives of the cell’s countries.
  • Share with other MSF offices local information and good practices
  • Inform the cell of technical issues and procurement programs.

As a technical advisor of the cell you:

  • Advise on non-medical programs (water-hygiene-sanitation, construction, shelter, non-food items).
  • Make explicit the technical constraints of their job that may affect actions.
  • Mobilize the support teams (technical and procurement) and check that the support is tailored to the country’s situation.
  • Assist missions in emergency situations.
  • Analyze environmental risks and follow up on missions.
  • Ensure the correct use of incident management and safety tools by field teams.
  • Analyze and build a thorough understanding of the security incidents concerning the missions for which they are responsible.

You provide support for the cell’s projects. In this context you are responsible for:

  • Monitor and assess the progress of activities.
  • Ensure that the required information is relayed for the effective management of their activity.
  • Assess and analyze the logistics (technical and procurement) of programs and missions. Deliver this information to the Operational Logistics Manager and the Procurement Manager.

You are also responsible for sizing and monitoring the resources allocated to the logistics activities by:

  • Participating in the preparation of the budget and reviews of the cell’s projects, in bringing its expertise in the dimensioning of needs and in the strategy of supplying medical inputs in line with the activities of the cell’s projects.
  • Final validation of logistics orders.
  • Managing and coaching Logistics coordinators. You participate in the orientation (roadmap) and the evaluation of their work in collaboration with Heads of Mission. You support them in achieving the objectives defined in their roadmap.

Experience / Training

Five years of MSF field experience, including:

  • Minimum of 2 years in position at coordination
  • Exposure to highly political environments and humanitarian crises;

Bachelor’s degree in logistics is an asset
Proven ability of leadership and vision in program management.
Knowledge of MSF France logistics management tools is an asset.
Good management skills.
Good knowledge of the Asia Pacific region is an asset.
Residing or having a working visa in Japan is an asset.

Strong interpersonal and written and oral communications skills in English. French is an asset.
Ability to synthesize complex and sensitive material, and communicate it effectively to others.
Flexibility to travel extensively and/or to serve in the field for several weeks at a time.

Salairy

Contractual terms: Employment period: February 2021 to December 2021.
