CONTEXT

Founded in 1997 “Médecins du Monde/Doctors of the World – Belgique (MdM-BE)” is an international medical development Non-Governmental Organization (NGO) based in Brussels, as part of the international MdM network. MdM-BE’s main activities/services are to provide a medical assistance to vulnerable groups in Belgium and in the rest of the world. The MdM network is managing 439 programs in 80 countries. MdM’s vision is to ensure universal healthcare coverage globally, and that all persons have access to care without barriers (financial, cultural, geographic, religious etc.).

MdM’s actions are based on the three pillars of the organization, which are: 1) Care (give people real access to healthcare without barriers), 2) Testimony (gain facts about healthcare realities and disseminate them), 3) Sustainable change. The majority of our programs are mobile, meaning MdM goes where the most vulnerable people live (outreach), i.e. doing street work, visiting squats or camps and going to isolated villages. MdM-BE is currently active in Belgium and seven other countries: Croatia, Bosnia-and-Hercegovina, Congo, Tunisia, Niger, Mali, and Morocco.

MdM-Belgium recently conducted a fact-finding mission in the neighboring countries of Ukraine to assess the needs of people displaced by the conflict.

MdM-BE is starting operations in Slovakia and Hungary to support refugees for a better access to healthcare with a focus on Mental Health and psychosocial support.

ESSENTIAL

Under the supervision of the General Coordinator, as a HR-Log-Fin Coordinator, you will be responsible for the Coordination of the HR, logistics and Finance of MdM Belgium mission in Slovakia and Hungary. As such, you will be responsible of the implementation of the HR processes, Financial follow-up and logistic organization of the mission. You are the swiss knife putting in place all the support for the mission.

TASKS AND RESPONSIBILITIES

HR admin coordination:

  • Define the Human resources needs in coordination with the other coordinators;
  • Recruit the national employees, collect and analyse working regulation and requirement regard to national labor law
  • Follow up the HR processes. (Contracts, insurances,… )
  • In coordination with the HQ, organise the arrival of international employees.
  • And all others administrative tasks related to Mission Opening

Finance:

  • Ensure timely and accurate data entries in cashbook, bankbook and SAGA following MdM procedure
  • Supervise the management of safes and cash: available amount, balance checks, security instructions
  • Ensure justified bank selection process, open/close bank accounts under the authority of the General Coordinator
  • Manage the presentation, circulation, filing of vouchers and archiving of accounting and financial documents
  • Before commitment / payment of any expenditure, check authorization levels, budget availability, budget line on which the expense is to be allocated to, ensuring full compliance with
  • Develop project budgets and reports, lead Budget Follow-Up, Analyse/report gaps between planned budgets and actual expenses, prevent and report any financial and operational loss and ensure the cycle of budget is complete with proper level of validation.
  • Validate partner’s accounting and documentation accuracy and compliance before payement.

Logistics:

  • Internal and external representation of MdM-Be for every aspects with relation to logistics activities in Hungary/Slovakia mission
  • Define the logistics strategy/needs in the mission and ensure the implementation
  • Lead the organization of the logistics setup of the mission in every aspects: procurement, assets (including IT and communication), stock and fleet management (+ archiving), facility management (working and living conditions)
  • Provide logistics guidance, advice and support to the mission and Logistics staff + conduct regular logistics assessments and field visits
  • Ensure all MdM-Be logistics policies, procedures and follow-up tools are implemented and monitored (i.e. reports, procurement plan)
  • Ensure timely, cost, efficient and transparent management of every logistics aspects (procurement, asset, stock and fleet management
  • Assist the management team on the schedule of all logistics activities in other to reach project objectives
  • Support the General Coordinator in providing inputs on logistics (i.e. proposals, budgets) and Safety & Security matters
  • Ensure the right collaboration and communication with the Logistics Advisor (MdM-Be HQ) for the technical aspects

Expériences / Formation

International Profile

Qualifications and Experience:

  • Strong experience in humanitarian NGO in Logistics, HR and/or Finance
  • Experience in the opening of a project/ mission
  • Strong Interest in the areas of intervention of the project and interest in human rights, particularly the right to health;
  • Minimum 5 years’ experience in a project coordination function in an international NGO, ideally in health;

Competencies/language and other skills:

  • Ability to handle effectively multiple tasks without compromising quality, team spirit and positive working relationships
  • Strong leadership and ability to work directly or remotely with team members or partners ;
  • Organizational, strategic and operational planning skills, listening skills, team spirit, responsiveness, anticipation, ability to take initiative;
  • Ability to work autonomously and to work under pressure in a complex and volatile environment;
  • Fluency in written and spoken English. Knowledge of French or local language an asset.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
  • Driving license “B” category is mandatory
  • Mobility and flexibility: Frequent travel within Slovakia and Hungary abroad if needed.
  • Effective and efficient communication with others, strong writing and analytical skills, diplomacy and management of institutional relations;
  • Cultural, gender, religion, race, nationality and age sensitivity and adaptability

Salaire

WHAT WE OFFER

  • International Contract ;

  • Job location : Main location in Hungary and frequent trips to Slovakia
  • A full-time contract.
  • Duration : 6 weeks to 3 months with possible extension
  • Starting date: As soon as possible
  • Salary : a gross salary of 2810,62€ for 5 years of experience ; a gross salary of 2953.99 € for 10 years of experience ; plus perdiem. Relevant experience recognized.
