Malteser International recruits 01 Partner Program Coordinator (m/f/d) – with sector expertise in Food Security and Income Generation

Malteser International’s American Headquarters are based in New York.In Haiti, Malteser International has been operational since the earthquake in 2010.
After initial emergency relief and rebuilding efforts, our programs concentrate on building up the structural capacity of civil society and local authorities in the sectors Food and Nutrition Security, Income Generation, WASH and Climate Change Adaptation. A community-based partner approach is at the core of our projects in Haiti. We work closely with national partners in the departments Nippes, Sud-Est (Belle Anse) and Ouest (Cité Soleil and Tabarre).

To support our program in Port-au-Prince, Haiti, Malteser International is looking for an experienced Partner Program Coordinator (m/f/d) with sector expertise in Food Security and Income Generation.As Partner Program Coordinator (m/f/d), you will provide overall leadership, strategic direction and operational management in line with Malteser International’s policies, procedures and guidelines. You will work closely with national implementing partners ensuring the smooth implementation and development of programs and projects according to set targets and identified needs. You will give technical advice to partners and develop their professional capacities and implementation strategies in the sectors Food Security and Income Generation.

Responsibilities:
  • Oversee and support program operations and project implementation through national partners, ensuring quality/ adherence to internal and external standards
  • Support the program and partners in mainstreaming gender throughout the project cycle
  • Ensure internal/external reporting in compliance with Malteser regulations/procedures and donor regulations
  • Overall responsible for partner oversight regarding finances (budget control, cash requests, financial reports) and logistics (procurement procedures, inventory) as well as donor grant management
  • Monitor and evaluate program activities and results, performance, progress and effectiveness, always striving to improve quality of implementation
  • Contribute to the development of Malteser International´s strategy in Haiti and diversifying sources of funding
  • Responsible for program development incl. assessments/fact finding missions, proposal preparation and extension of donor and activity portfolio
  • Management, supervision and capacity development of national implementing partners
  • Ensure collection and elaboration of information for communication and PR purposes
  • Ensure regular update and implementation of security guidelines and monitor the overall security situation
  • Active networking and representation of Malteser International in Haiti towards national and international institutions, organizations and donors
Qualifications:
  • Academic degree in a related field
  • Minimum 5 years international experience in a senior management position in humanitarian assistance and/or development programs
  • Proven experience in working with national implementing partners
  • Strong project management skills and experience, including project cycle management, logical framework, monitoring, proposal and report writing
  • A sound understanding and experience in budget and finance management, as well as in administration and logistics procedures
  • Previous experience in acquiring funding and managing multiple international donors’ grants, especially from German Government, EU, USAID, etc.
  • Prior experience in managing programs in the thematic areas of Food Security and Income Generation and community-based approaches
  • Excellent and proven interpersonal and leadership skills including the ability to diplomatically manage the relationship with national partners and their teams
  • Experience in integrating and mainstreaming gender and other cross-cutting issues
  • Prepared to work and live with limited resources and under difficult circumstances
  • Able to perform under pressure
  • Fluency in French and good knowledge of English with excellent verbal and written communication skills, Spanish would be an asset, given a south-south cooperation with a Colombian national partner’s technical support in Haiti
Conditions:
  • Starting date: January 2021
  • Intended duty stations: Port-au-Prince, Haiti, with travels to the program locations
  • Duration of contract: 12 months (extendable)
  • Salary according to qualification and experience, insurance package, housing allowance, one flight home/year
