I. Purpose for the job
As part of the Regional Operations Team and under the general guidance of the Regional Chief of Operations, the position will report to the Administrative and Finance Manager, and will support monitoring of WCAR key results for the enablers in the context of the UNICEF Strategic Plan 2018-2021. It will also undertake tasks that will inform Regional Chief of Operations decision making and ensure that the focus is constantly on the achievement of results.
II. Summary of key functions/accountabilities:
1.Monitoring of Key Results indicators relevant to Operations as enablers for programme implementation
2.Contribute to oversight, technical assistance and capacity building relevant to the key results for children relevant to Operations as enablers for programme implementation
3.Support the activities of the Regional Management Team (RMT) Working Group on Operational Excellence
1. Monitoring of Key Results indicators relevant to Operations as enablers for programme implementation
◾In coordination with the Regional PME section, periodically review progress on key results for children assigned to Operations/enablers in WCAR.
◾In coordination with the supervisor, monitor achievement of the results assigned to Operations in the Regional Office Management Plan for 2018-2021.
◾Support the preparation of Key Performance Indicators for the Regional Office Management Team related to Operations.
2. Contribute to oversight, technical assistance and capacity building relevant to the key results for children relevant to Operations as enablers for programme implementation
◾Undertake root cause analysis of low performance or bottlenecks and propose solutions aimed at supporting achievement of key results in the area of Operations.
◾Undertake, when necessary, in-country visits for oversight and technical assistance to advance progress towards achievement of key results for children in Operations.
◾Support identification of capacity or knowledge gaps that could jeopardize achievement of key results for children, and propose capacity building and knowledge management/sharing activities.
◾Conduct any specific task as instructed by the Supervisor or the Regional Chief of Operations, particularly in the areas of capacity building in Budget, Finance and Administration.
3. Support the activities of the Regional Management Team (RMT) working group on Operational Excellence
◾Be part of the secretariat of the RMT’ s Working Group on Operational Excellence
◾Contribute to the monitoring of the implementation of the actions agreed upon by the working group and contribute to the efficient and effective functioning of the working group.
III.  Impact of Results
The ability of the Operations Specialist (Management for Results) to successfully contribute to the monitoring of progress towards achievement of key results for children will ensure constant focus on achievement of results and timely implementation of measures to address constraints and bottlenecks. This will definitely contribute to the achievement of by 2021, of the key results for children that WCAR has identified.

IV . Recruitment Qualifications
Education
Advanced university degree in Finance/Accounting, Audit, or any relevant area
Experience
At least 5 years of experience in administrative, finance and budgetary matters.
 Language Requirements
Fluency in French and English is required, both in writing and verbal.
