L’UNDP recrute 01 Individual Consultant Sofware Developper

Component 1 (DTF-mInfoSanté): Support the integration of the community level in the surveillance of epidemiological diseases and the development of the control of zoonotic diseases in the mInfoSanté scale-up in Senegal. Support the horizontal scale-up of the mInfoSanté platform and develop new features i.e integration with DHIS2 and other Health Information Systems (HRIS).

Background

mInfoSanté is a real-time data-monitoring platform, based on open-source technology RapidPro, conceived in Senegal as a tool for epidemiological surveillance. In addition, mInfoSanté allows coordination of health emergencies, supports a variety of local health-management functions (including search for ambulances) and interactions between health managers and service providers at health centre level, via two-ways communication, primarily using SMS.

Owned by the governmental Health Emergencies Operation Center (COUS), it was designed from the very beginning with service providers, thus adjusted to their needs. Currently, the platform has reached a state where it can be scaled to nationwide. However, the system needs further integration with the existing health information systems. Furthermore, integration with the OneHealth initiative added components for zoonotic diseases surveillance and introduction community level surveillance. This calls for the need to have interactive real-time monitoring platform displaying relevant information on health, resources availability and epidemiological surveillance related data.

Duties and Responsibilities

Setup of a local instance of RapidPro (Python – Django App) hosted at the Ministry of Health
Improve existing data visualization and reporting function or create a new dashboard integrated with existing health information.
Realize various API integration between RapidPro and DHIS2
Conduct testing and code quality assurance activities in delivering the system(s)
Conduct users training and capacity building sessions on the developed system
Produce end user materials, i.e. job aids, best practices, techniques, tips, solution recipes, FAQs
Provide users training and coaching

Education

Required Skills and Experience
Advanced University degree in software engineering, computer science or related fields with solid foundation in application development, with strong competencies in data structures, algorithms and software design.

Expérience

At least five years of relevant professional experience in software engineering, computer science;
Have a deep technical knowledge of Web-based application development including proven track record on full stack Web application development;
Refer any shareable link for previous realizations or own web development portfolio;
Demonstrate a thorough Understanding of Computer Architecture, Operating Systems, and Data Structures;
Strong competencies in Human-focused design approaches and User Experience (UX) design.

Language Skills

Fluency in French and English.

Five years of relevant professional experience in the relevant field (40 points)
Good understanding of the expected results of the study (40 points)
Knowledge of the Communication sector in Senegal (10 points)
The evaluation method combined with 70% weighting for the technical proposal and 30% for the financial proposal will be applied
