This post is located in the Political Affairs Section of the United Nations Office for West Africa and the Sahel (UNOWAS). The Electoral Affairs Officer reports to the Head of Political Affairs Section.

Responsibilities

  • Under the direct supervision of the Head of Political Affairs Section, the Electoral Affairs Officer will be responsible for the following duties:
    Monitor political and electoral-related developments in assigned countries; assess trends which might affect the political situation and the electoral processes;
  • Draft analytical notes and background papers on significant electoral developments in countries where UN electoral assistance is provided and/or requested;
  • Contribute to the preparation of talking points, background notes, reports, statements and press releases;
  • Participate in Electoral Needs Assessment Missions, represent UNOWAS in UN Multidisciplinary Assessment Missions in the sub region;
  • Prepare the SRSG’s visits and meetings on election-related matters with relevant stakeholders;
  • Assess the preparation and conduct of electoral processes in the sub region and advise the SRSG on risks to electoral processes;
  • Liaise regularly with relevant UN Departments, Agencies, Funds and Programmes, as well as counterparts in Permanent Missions, International and Regional Organizations, NGOs and academic institutions;
  • Link with international, regional and sub-regional organizations involved in the preparation of elections in the region, electoral monitoring and advisory functions;
  • Perform other related duties as required.

Job requirements

Education

  • Advanced university degree (Master’s degree or equivalent) in political science, international relations, law, public administration, or related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of progressively responsible experience in political affairs, electoral affairs, diplomacy, conflict resolution, or related field is required.
  • Experience in political outreach, facilitation, analysis, advice and reporting is required.
  • Experience working on electoral processes in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) – or similar international organization or non-governmental organization- is required.

Languages

  • English and French are the working languages of the United Nations Secretariat. For this post, fluency in English and French (both oral and written) is required.
