Team Purpose
• To provide strategic leadership and management of Oxfam programmes in Senegal
• Is responsible for the strategic development and management of the country program.
• Supports Oxfam’s impact locally, regionally, continentally and globally through ensuring program alignment to the key strategic objectives and program standards.
• Leads resource mobilisation
• Ensures that the promotion of women’s rights is at the heart of all Oxfam in Senegal’s work

Strategic management and thought leadership 30%
• Under the leadership of the Country Director, lead programme strategy development , ensuring strong gender justice and MEL across programmes
• Ensure coherent design and synergies during implementation of the One Oxfam country program
• Provide overall strategic and technical leadership in the design, development, planning, budgeting, and implementation of the OCS
• Initiate, coordinate and lead Oxfam’s one program in Senegal ensuring it delivers on the OCS vision and objectives and championing the new ways of working embodied in the OCS
• Deputise for the Country Director as required
• Participate in the annual budget process, leading on the program budget process, and provide ongoing oversight of program budgets

Lead program development and delivery 40%

• Ensure the delivery of a country program with demonstrable impact and accountable for overall program quality and learning

• Working with the PQ MEL Officer, develop, implement and embed a knowledge management system, that will ensure the sharing of knowledge across the program, other country programs, and the broader confederation

• Oversee the development of program and project improvement plans, to ensure effective and timely implementation of the projects and program

• Ensures that Women’s rights are protected and promoted in all of Oxfam’s work in Senegal

• Managing and working closely with the Business Development lead, identify opportunities for funding to ensure the financial sustainability of country programme of Oxfam in Senegal

• In close coordination with the Advocacy and Influencing Manager, foment good practice around power analysis, evidence based advocacy, public campaigning, effective messaging, risk assessment and ensuring the creation of clear and accessible tools and resources for teams to maximize their program impact through WIN.

• Manage external relations and public perception in addition to supporting wide dissemination of Directs and coordinates external program engagement

• Oversee the partner portfolio, with specific reference to the identification of strategic partners, and building and maintaining these relationships

People Development and Management 30%

• Manage the program team to deliver on the OCS, providing leadership and guidance and ensuring that the management of the team is in line with Oxfam’s HR policies and procedures.

• The HoP with support from HR, will manage the life cycle of individuals within the team from pre-recruitment to exit, including performance management processes, and working with HR on issues such as disciplinary matters

Technical Skills, Experience & Knowledge

Skills

• Proven managerial skills, 7 years practical experience in a similar position

• Ability to coach on the building of strong, credible relationships with international and local NGOs, government associations, business leaders and communities

• Excellent personal communication skills, in written and verbal English and French, with high impact influencing and persuasive skills

• Ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through

• Strong analytical and conceptual thinking skills; able to understand complex issues and translate them into simple, workable actions and plans

• Ability to think strategically, work creatively, effectively and in an innovative manner

• Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and those of marginalised people in all aspects of Oxfam’s work in Senegal

Knowledge

• Comprehensive knowledge and experience of development programs, humanitarian response and advocacy and campaigning

• Knowledge of capacity building, learning and development activities and how to create a learning and sharing environment with a strong knowledge management basis

• Politically astute, with a good understanding of key external organisations, how they operate and make decisions, and the country development context

• Commitment to and knowledge of creating a partner-led operational environment, with an ability to create an internal Oxfam approach that is focussed on developing and supporting partner organisations to achieve direct impact and results relating to Oxfam’s objectives

• Knowledge of, and experience in working with donors

Experience

– Influencing experience and ability to develop organisational networks and associations

– Experience managing humanitarian and development programs

– Experience working with national and international partners and building partnerships

– Experience in developing successful funding proposals
