Context:
ARISE project
“Awareness Raising and Information for Safety and Empowerment Campaign” (ARISE) is an awareness raising information campaign on the risks of irregular migration and on the legal channels to reach Europe.
ARISE is funded by the Kingdom of the Netherlands and the Asylum, Migration and Integration Fund (AMIF) managed by the DG Home Affairs & Migration of the European Commission.
IOM Tunisia is the lead partner in charge of the overall project management. It ensures the coordination, effective communication among partners and smooth implementation of the project activities all the way through the project duration. IOM works hand in hand with an implementing partner of the civil society and with relevant governmental partners.
ARISE aims at increasing beneficiaries’ awareness about legal channels to Europe, as well as life improvement opportunities for migrants both in Tunisia and in the country of origin. During the implementation of ARISE, around three million people are expected to be provided with information on the risks during the journey and after arrival. Among others, the communication campaign will set the creation of a network of peer-to-peer influencers. Alternative communication tools will also be used alongside social and traditional media.
The project includes a capacity strengthening component on services delivery to the target population. It will reinforce available information on training and job opportunities and civil society organisations providing services to the target population.
In addition, a multi-stakeholder working group will be created and tasked with the development of sensitization plan to tackle irregular migration.
Under the overall supervision of the Chief of Mission and the direct supervision of the Senior Project manager, the successful candidate will technically and managerially support the Mission in counter trafficking and counter smuggling interventions. S/he will also address irregular migration via information and interventions that address the root causes. Sh/e will promote legal channels for migration. S/he will manage the ARISE project.
Core Functions / Responsibilities:
1. Keep abreast of developments in terms of irregular migration as well as abusive forms of migration that constitute crimes such as trafficking in persons and smuggling of migrants.
2. Manage and oversee the overall implementation of the project ARISE in a timely manner, and be responsible for its financial, administrative and technical oversight in line with the IOM policies, practices as well as other donor requirements.
3. Ensure effective implementation of the project by guiding and coordinating the work of IOM’s implementing partners, donors and government counterparts.
4. Prepare donor and other reports and ensure proper information exchange on all operational aspects of the project between IOM in accordance with the approved project documents, donors, and other stakeholders. Prepare and collate general and specific information on project activities (including presentations, talking points, and briefings) as requested by donors/external parties, coordinate internal evaluation(s).
5. Supervise project staff and consultants, managing their work in operations/logistics, procurement, capacity building and trainings, and monitoring and evaluation.
6. Develop an action plan and timeline and regularly monitor progress to ensure smooth implementation of project activities. Monitor project progress and expedite implementation, increase effectiveness and take appropriate action.
7. Organize meetings (including Steering Comittee Meetings), trainings, briefings, and other relevant events to promote project activities and disseminate results. Disseminate information materials and ensure communication and visibility for all project activities.
8. Establish an internal reporting system, monthly updates, and regular progress reports and monitor the availability of resources, progress toward project indicators, project quality and challenges.
9. Guide and supervise the campaign implementation and develop a social media campaign capable to target the entire extension of the country.
10. Contribute to strengthen Tunisian actors of migration capacities; assist in mentoring and supporting the “influencers” in the implementation of their mini-projects of sensitization through alternative communication tools.
11. Set up collaborations with Tunisian celebrities to become the testimonials of the campaign.
12. Set up collaborations with the main radios, television channels and the most famous art events to dedicate space for the diffusion of the campaign.
13. Contribute to the establishment of a sensitization strategy to prevent irregular migration and raise awareness on the risks of irregular migration, in collaboration with the Tunisian Government; through working groups composed of representatives of each concerned ministry, of CSOs an IOs operating in the field of irregular migration prevention. Promote alternatives to irregular migration including regular emigration channels as well as opportunities in the country/ies of origin.
14. Undertake duty travel relating to project assessment, liaison with counterparts, problem solving, and workshops/trainings, as required. Conduct field visits to verify project progress and results.
15. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Communication, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Previous experience in community engagement and campaign development;
• Previous experience in working with vulnerable groups, such as nationals and migrants who are rescued at sea, Victims of Trafficking  (VoTs), or returnees is desirable;
• Knowledge of the legal channel for migration, on visa regulations, on irregular migration as well as trafficking in persons and smuggling of migrants;
• Experience in coordination, project management and project implementation;
• Experience in liaising with relevant Government counterparts, diplomatic authorities, international organizations;
• Experience in conceptual and research/analytical skills;
• Experience working in the country an advantage.

Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
