Context:
Since the formation of the Federal Government of Somalia, the country has made significant progress towards restoring peace and security. However, significant destabilizing factors remain, including conflict and natural disaster. With more than 2 million displaced in Somalia, and a significant number of returnees from the region and beyond, Somalia has struggled to cope with high numbers of displaced.
As the lead agency for Danwadaag Durable Solutions Consortium, IOM is seeking to build a strong Consortium Management Unit (CMU) to ensure efficient delivery of programme activities, alignment with other durable solutions initiatives, acute sensitivities to local dynamics, and support to government structures with the displaced affected communities at the centre of our efforts. Danwadaag Durable Solutions Consortium is seeking to hire a Monitoring, Evaluation, Accountability and Learning (MEAL) and Reporting Officer.
Under the overall supervision of the Programme Coordinator (RDS) and the direct supervision of the Danwadaag Durable Solutions Consortium Coordinator, the successful candidate will be responsible and accountable for monitoring and reporting activities of the Durable Solutions Consortium. His/her role is to contribute to the establishment and continue the implementation of systems that promote evidence-based decision-making, programme and project performance tracking, and internal management.
Core Functions / Responsibilities:
Monitoring, Evaluation and Learning
1. In close coordination with the Durable Solutions Consortium Coordinator, implement the Consortium’s MEAL activities including coordination with partner M&E Officers, donor counterpart liaison, liaison with Monitoring & Evaluation for Somalia Humanitarian, Health  and Resilience Programmes (MESH), the third party monitor for DFID (Department for International Development) Somalia and other relevant stakeholders.
2. Propose revisions to and maintain the Results Monitoring Framework including proactive monitoring of outcome and output indicators, in line with theory of change, in close coordination with implementing partners, Monitoring & Evaluation for Somalia Humanitarian, Health  and Resilience Programmes (MESH) and the donor.
3. Conduct training/workshop modules/meetings on the Monitoring & Evaluation for Somalia Humanitarian, Health  and Resilience Programmes (MESH) strategy/framework for implementing partners and local staff.
4. Contribute to building the capacity of staff and implementing partners on Monitoring and Evaluation (M&E) including through training, technical guidance  and sharing of information.
5. Encourage the standardization of MEAL processes throughout the Consortium including the consistent use of SOPs (Standard Operating Procedures), and other guidance documents, facilitating coherence and quality of information collected against planned results and activities.
6. Coordinate the implementation of yearly annual surveys and other ad hoc monitoring surveys (livelihoods, local (re)integration index, governance interviews) including participating in the development of tools and ToRs of surveys, supporting the roll out of mobile phone data collection by training field staff, providing technical support, as well as conducting preliminary data analysis and drafting M&E reports when needed.
7. Provide technical M&E support to the Consortium members when needed.
8. Supervise the monitoring of relevant cross-cutting themes specifically Accountability to Affected Population (AAP).
9. Contribute to the development of a user friendly and community participative data platform for Danwadaag in close partnership with IT consultants if needed.
10. Implement an Accountability Framework with an ingrained Complaints Response and Feedback Mechanism (CRFM) for timely decision making and improvements to programming.
11. Carry out periodic field monitoring visits, check adherence to agreed M&E standards and norms, identify bottlenecks impeding project delivery and gather feedback about Danwadaag’s Page 2  /    5
work.
Reporting
12. In collaboration with the Consortium Coordinator, coordinate the writing of DFID quarterly donor reports including review and collation of partner report inputs.
13. Review and analyze monitoring reports produced by partners and implementing partners to identify the causes of potential bottlenecks in project implementation.
14. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Statistics, Economics, Mathematics, Information Technology, Demography, Social Sciences, International Relations, International Development, law or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• At least two years experience in creating and leading the implementation of M&E systems for a UN agency or an International NGO;
• At least two years experience working in an emergency or post-conflict setting;
• Strong statistical background and thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in durable solutions programming, using both quantitative and qualitative methods;
• Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies;
• Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods;
• Good analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access) ;
• Experience using STATA, SPSS, Epi Info, or R.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

*This position requires frequent travel to Somalia.
