Context:
Under the overall supervision of the Chief of Mission (CoM) in Mogadishu, under the functional supervision of the Senior Resource Management Officer (SRMO) in Mogadishu, and under the administrative supervision of the Head of Office in IOM Somalia office in Nairobi, the successful candidate will be responsible and accountable for coordinating and monitoring the budgetary, administrative and financial resources functions of IOM Somalia in Nairobi and other sub-offices.
Core Functions / Responsibilities:
1. Provide administrative support in monitoring and overseeing the financial management for all activities of IOM Somalia in Nairobi and other sub-offices including the oversight of financial expenditure and accountability; undertake preliminary financial analysis of projects in the respective Somalia Offices.
2. Provide input for and coordinate the preparation of donor financial reports in accordance with IOM regulations and established procedures.
3. Ensure that accounting data is properly entered in PRISM, in accordance with IOM financial rules and practices, and maintain accurate records of PRISM entries including hard copies of all vouchers and supporting documentations.
4. Review the monthly accounting returns for accuracy and check that these are submitted on a timely basis and are completed according to IOM Accounting Policies and Procedures.
5. Assist in forecasting cash flows according to activities in Nairobi and other sub-offices and ensure daily control of funds disbursed; verify that funding is received in accordance with donor agreements.
6. Assist the SRMO by preparing portions of the annual budget for Somalia, in coordination with the relevant Project Coordinators. Monitor the budget control process and analyze variances between budget(s) and actual expenditures of Nairobi and other sub-offices on a monthly basis and assist in the preparation of budgets for new projects.
7. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
8. Follow up on advances/long pending balances in vendor accounts and work closely with relevant units to ensure timely settlement and to keep vendor balances to the minimum.
9. Provide support and information to Project Managers throughout the project cycle to facilitate compliance with IOM’s policies and procedures and any donor-specific requirements.
10. Make recommendations on procedural improvements.
11. Assist in the supervision of the Mission’s administrative functions, including recruitment, personnel administration and other related activities, in accordance with the Organization’s policies and procedures. Assist in training local staff in the relevant areas of administration and finance.
12. Assist the SRMO to liaise with other internal functional units of the Mission, and provide support in liaising with banking, donors and institutional counterparts and other stakeholders as required in the performance of the accounting function.

Required Qualifications and Experience:
Education
• Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution with two years of relevant professional experience; or,
• University degree in the above fields with four years of relevant professional experience.
• Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
Experience
• Experience in financial management, financial reporting, accounting, budgeting and purchasing;
• Experience preparing reports, budgets, statistics and coordinate administrative activities;
• Ability to prepare clear and concise reports, supervise staff and coordinate administrative activities;
• Good knowledge of MS Office products, specifically Excel, and good computer literacy skills required;
• Knowledge of IOM accounting systems, software (SAP Finance) and procedures a distinct advantage; and,
• Experience with international institutions knowledge of International Public Sector Accounting Standards (IPSAS) and SAP is highly desirable.
Skills
• Ability to prepare clear and concise reports, supervise staff and coordinate administrative activities.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Somali, French and/or Spanish is an advantage.

With frequent travel to Somalia.
