As part of TBI’s Tech work in Senegal, an exciting opportunity exists to work with relevant ministries to deliver on an ambitious strategy  supporting presidential priorities outlined in Senegal’s digital development plan – Sénégal Numérique 2025.  TBI Tech Teams have been working closely with the Government of Senegal in support of eHealth projects, initiatives around eGovernment, optimisation of digital infrastructure, and key areas of Tech Policy including Cloud strategy, Artificial Intelligence.

Driving this collaboration forward, TBI is seeking an exceptional Analyst, to support the Senegal tech team in the delivery of a transformative technology agenda, which is increasingly centering around a Cloud-first doctrine.

This role requires a curious problem-solver, open to working and growing in complex environments, learning to push through ambiguity to get to clarity and agreement. In this role, you get to inspire and influence key decision-makers and facilitate engaging and productive conversations around Senegal’s digital transformation journey.

Key Responsibilities

  • Support the Head of Tech and the tech team in Senegal in delivery and implementation of our tech work as part of The Tomorrow Partnership programme
  • Support the tech team in achieving tangible results, including deployment of solutions ranging from the current pandemic response and digital health offering (ie. a critical data management product as part of the country’s Covid-19 health response), as well as to proximate use cases such as electronic health records, Digital infrastructure, digital ID, etc.
  • Lead on internal reporting and capturing insights from the Senegal tech team to be shared with the broader TBI tech teams around the world
  • Engage, as required, with senior politicians in government, such as Presidents, PMs, Ministers and Special Advisors

Responsibilities

  • Strategy and Planning: support in the implementation of the country strategy, including reporting on progress, supporting delivery, and coordination of work
  • Analysis:  support in analysis within tech workstreams, including addressing tactical requests from government stakeholders requiring in-depth analyses (e.g., benchmarking, performance reporting, gap analysis, strategy development)
  • Execution and Monitoring: review and maintain project goals, plans, proof points and KPIs. Support the Head of Tech in country, with project outputs and quality control, and design tools to support execution. Report and engage with Programme Manager to drive delivery, ideate, troubleshoot and support multiple initiatives across TBI
  • External Relations (non-governmental): Support the country teams in preparing documents (e.g., presentations, briefs, reports) for engagement with relevant external stakeholders such as tech hubs/incubators, investors, other not for profit organisations, media, suppliers, and agencies
  • Internal Reporting: The post holder will support the country tech team on internal reporting, by supporting key reporting products, such as assisting with the reporting for Objectives and Key Results, internal updates on tech workstreams and reporting against the tech strategic framework

Person Specification

We are ideally looking for an experienced candidate:

  • With relevant experience, ideally in management consulting
  • With demonstrable experience in technology enterprises or digital transformation projects
  • With experience in business operations, technology, consulting, or advisory functions
  • With experience in digital transformation in other sectors or public service (highly desired)
  • Who is strategic and can challenge the status-quo and develop plans for successful growth and delivery of challenging objectives
  • With strong time management skills and the proven ability to deliver against expected objectives
  • Who has worked or consulted in developing and emerging economies and is sensitive to a diverse range of cultural and regional norms, and will foster a positive spirit of collaboration between our countries and our tech transformation offer
  • With a bachelor’s or postgraduate degree or equivalent practical experience
  • Candidates with fluency in French and English required
  • With strong skills in Microsoft PowerPoint and Excel, and a proven ability to conduct benchmarking analyses and present complex information in a concise manner
