The Office of the Ombudsman functions as an independent pillar of the integrated Office of the United Nations Ombudsman and Mediation Services (“UNOMS”).  The Ombudsman Specialist is a skilled workplace conflict resolution professional and an experienced people manager. In addition to providing conflict resolutions services, he or she will support the Ombudsman and the Deputy Ombudsman in the oversight of the Africa operations.

Duties and Responsibilities

Reporting to the Deputy Ombudsman and under the supervision of the Ombudsman for UN Funds and Programmes the Ombudsman Specialist is responsible for the following duties:

  • Provide an impartial, independent and informal conflict-resolution mechanism for the settlement of employment-related problems for staff members and related personnel of the Funds and Programmes based in the Africa region;
  • Conduct appropriate informal fact-finding in order to fully understand an issue from all perspectives and whenever possible and appropriate, refer individuals to existing resolution channels within the pertinent organization, while maintaining confidentiality and neutrality.  Perform research and analysis and prepare opinions, studies, briefs, reports and correspondence. Provide advice to the unit/division on policy and case precedents.
  • Identify and analyse policies, procedures and practices within the organizations that cause tension or conflict as well as interpret trends, particularly in the Africa region;
  • Create and promote best practice reports, prepare statistic reports, monitor case resolution methodology and rate in the Africa region.
  • Develop background materials and strategic direction for stakeholder meetings, including senior management and staff associations.
  • Coordinate field-based staff reports and provide training in conflict management and mediation techniques to the personnel in the Funds and Programmes;
  • Contribute to the preparation of an annual report providing practical recommendations for systemic improvement related to the Africa region;
  • Raise awareness among staff members and related personnel about the functions and mandate of the Office of the Ombudsman;
  • Travel frequently to field offices of the Funds and Programmes in Africa, as required, to deal with cases, provide training and increase awareness;
  • Keep abreast of information for professional advancement and consistently update knowledge; and Perform other duties as assigned.

Required Skills and Experience

Education:

  • Master’s degree in alternative dispute resolution (ADR) or law is required. Master’s degrees in Human Resources, Organizational Behavior, Psychology, Counselling and other social sciences may be considered.

Experience:

  • Seven years of professional experience in conflict resolution, including three years at the international level in ADR, law, human resources or related field.
  • Experience providing informal conflict resolution services in the workplace is strongly desirable. Experience working in the United Nations or other similar international organization is desirable
  • Proficiency in French and English is required. Proficiency in Arabic is a very strong asset.
  • Non-Smoking environment

Please note that continuance of appointment beyond the initial 12 months is contingent upon the successful completion of a probationary period.
