Summary of position:
Under the supervision of the Senior Regional Trade Commissioner, the Trade Commissioner contributes to the implementation of the Integrated Trade Program. The candidate will assist Canadian companies in the cleantech, renewable energy, sustainable infrastructure, mining, education, oil and gas and other economic sectors seeking to expand and work with a rich network of customers, investors and partners. In close collaboration with colleagues in the sub-region, the Trade Commissioner implements various strategic plans, provides services to clients, monitors and communicates results to partners, while managing budget and clients and results.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language.
Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications (namely Education, Language and Experience).
Education:
Bachelor’s degree from a recognized university or college or an acceptable combination of education, training and experience related to the specific duties and areas of expertise required by the position, including (but not limited to) following fields: Business, Trade, Economics, Finance, Engineering or Science.

Language:
Fluency in French and English (spoken and written)

Experience:
At least five (5) years of recent professional experience * in business development or program management, in the public or private sector, of which at least three (3) years’ experience with international financial institutions.
Experience conducting research and analysis, providing strategic advice, providing briefings and preparing written reports to senior management or clients on related topics to business.
Experience in project management (including strategic planning, monitoring and reporting of results, and budget management).
Experience in managing client / stakeholder relationships and providing client support to clients in the public and private sectors.
* Recent is defined as in the last 10 years.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
Knowledge of funding mechanisms for institutions specializing in Climate Finance or Finance in the private, public or development sector;
Knowledge of the Canada’s economy;
Knowledge of the economic and the political and institutional landscape of the countries of the sub region;
Understanding of the role of the Canadian Trade Commissioner Service in advancing Canada’s trade interests.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

A master’s degree in one of the following fields: Business, Trade, Economics, Finance, Engineering or Science;
Experience in preparing and implementing joint projects with colleagues in remote areas.
If candidates meet the factors listed in the asset qualifications, they must clearly demonstrate how they meet these factors in their cover letter.

Operational Requirements:

The regular hours of work for the incumbent are in accordance with the regulations for locally engaged staff, ie 37.5 hours per week. The successful candidate must agree to work evenings and overtime as needed.
Condition(s) of Employment:
Possession of a work permit for Senegal
Be eligible for a Government of Canada Reliability Status (which includes criminal record and solvency check)
Be eligible to work throughout the period of employment;
Must have the right to travel in West Africa as well as to Canada.
