Job Title: Program Manager West Africa Migration Pilot Project
Department: West Africa Regional Office
Location: Dakar, Senegal
Reports To: Deputy Regional Director, Program Quality
Country/Location: Dakar, Senegal

Job Summary:
Within the framework of the Catholic Church’s Share the Journey Campaign on Migration, you will provide leadership and a compelling vision for this exciting Migration Pilot Project in the West Africa region. You will manage and provide technical oversight of the development and implementation of this innovative project, which will provide a critical foundation for CRS’s approach to irregular migration in West Africa, and serve as a basis upon which CRS will expand into this area. Your ability to provide strategic leadership and direction for this project in various countries will be critical. Your understanding and appreciation of the complexity of migration in West Africa will be an important component of your success in this role. Your interest and passion for migrants in West Africa and throughout the world will help further develop and refine CRS’s migrant-centered, protection based approach to this extremely complex, multi-faceted issue. Your project management and business development skills, and your strong internal and external relationship management skills and experience working in partnership with multiple organizations, especially the Catholic Church, will be critical factors to your success. Strong knowledge of MEAL processes and innovative ICT4D solutions will ensure that the region delivers high-quality programming and continuously works towards improving the impact and demonstrating results of this multi-country project.
Job Responsibilities:

Program Management
Provide oversight to ensure on-time project implementation and strong budget management, operations, and high-quality reporting and documentation of learning for this multi-year, multi-country project across six countries.
Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.
Ensure the development a high-quality MEAL system, with an eye for opportunities to innovatively use ICT4D and other platforms to ensure that project objectives are met.

Program Quality
Ensure technical coordination and oversight to ensure project approaches and implementation meet CRS’s highest quality standards
Engage technical assistance and capacity strengthening activities as needed for staff and partner organizations to enhance program quality and impact
Review new literature, policy briefs, and memos on migration in the region and more widely to ensure the project remains responsive to constantly changing trends.
Lead the development and implementation of a clear and compelling learning agenda — the importance of which cannot be overstated for this project.
Identify opportunities for learning, research and publications on the topic of migration. Facilitate the dissemination of promising practices and lessons learned to contribute to greater Agency learning and impact in the area of migration. Ensure integration of innovations and best practices.

Business Development
Actively identify and support the pursuit of opportunities for new funding to ensure growth of external funding to support this project, and the wider WARO migration portfolio in line with agency and regional strategic priorities.
As needed, provide technical design support and/or leadership for future proposals that address the issue of irregular migration, ensuring quality and alignment with CRS’s emerging approach.
Leadership & Supervision
Provide overall leadership and vision for all aspects of the project for immediate project team, as well as other interested CRS stakeholders
Effectively manage and provide oversight of a multi-country team of partially and fully dedicated staff in various locations. Manage team dynamics and staff well-being through coaching and regular check-ins and strong communication.
Representation & Relationship Management
Serve as the primary point of contact for the project to regional level and US stakeholders as appropriate, including the Catholic Church, Catholic Charities, the Caritas network, the International Organization of Migration and other major stakeholders (UNHCR, Ministries of Foreign Affairs, INGOs).
Serve as the internal facing representative for the project, both within the CRS West Africa region, and more importantly across CRS regions and departments, and with various technical and other stakeholders at CRS.
Serve as the external facing representative for the project, cultivating partner and donor relationships and opportunities to present and market project results in order to leverage external donor investment in the project.
Typical Background, Experience & Requirements:
Education and Experience
Master’s Degree in International Development, International Relations or in a migration related field is required. Additional experience may substitute for some education.
Minimum of 5 years’ experience in relevant field-based project management position required, with preferably at least 2-3 years working in the field of migration.
Experience in managing moderately complex projects preferably with an international NGO.
Strong experience working in partnership with multiple stakeholders such as the Catholic Church partners including Caritas and VIS networks.
Proven abilities to manage complex relationships with various stakeholders and to advance interests and find compromise through diplomatic approaches and communication
Strong experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID.
Demonstrated business development skills and ability to write high quality technical proposals.
MEAL skills and experience with ICT4D required.
Staff management experience and abilities that are conducive to a learning environment.
Familiarity with SBC approaches
Familiarity/comfort with social media
Must be comfortable speaking in public and representing CRS in high level community meetings.

Strong creativity and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions
Strong relationship management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
Excellent presentation and facilitation skills
Proactive, resourceful, solutions-oriented and results-oriented
Required/Desired Foreign Language
Fluency in written and spoken English
Strong fluency in spoken French
Travel Required: Between 25%-50% regional travel
Key Working Relationships:
Supervisory: 2-3 direct reports, to be determined.
Internal: CRS Country Program staff in Niger, Mali, Senegal, Gambia, Ghana, and Algeria; WARO Deputy Regional Director and Regional Technical Advisors; EMECA Partnerships Advisor; CRS HQ technical staff and CRS HQ staff in US Operations
External: Various Catholic Church structures/entities; international organizations such as IOM and UNCHR; International NGOs; US-based stakeholders; others to be determined.
