Climate Action Planning

C40’s research team performs cutting edge analysis on urban sustainability and serves as the leading authority on the role the world’s cities have in responding to global climate change. The Inclusive Climate Action (ICA) research is one of our priority research programmes. The research addresses the single biggest challenge cities face in delivering decisive action on climate change, which is difficulty in making the case for that action. C40’s ICA research programme provides cities with the knowledge and tools they need to measure the wider economic and social benefits of climate action, supporting them to make the case for delivering climate safe cities that are also inclusive, prosperous and healthy.

Position Description

The C40 City Adviser will be made available to the Directorate of Planning and Sustainable Development and will work with the Coordination Unit of the PCET on the long-term planning of climate action in the City of Dakar corresponding to the ambitions of the UNFCCC Climate Agreement (The United Nations Framework Convention on Climate Change) and Senegal’s commitments. This will involve the participation of internal and external stakeholders, the follow-up of consultants to develop additional lines of action and update existing plans if necessary, including governance frameworks, facilitation of knowledge transfer in the city / region, the periodic monitoring and evaluation review and the guarantee of sustainability after the end of the project. This includes setting and reviewing objectives, identifying climate change response measures at the local level, and defining measurement, reporting and verification processes. It will also have to roll out training modules for the benefit of the stakeholders if needed.

The relationship of the C40 City Adviser with the administration of the City of Dakar and other key players is essential for efficient and effective delivery. The Dakar City Adviser will be based in the offices of the Coordination Unit of the Territorial Energy Climate Plan of the City of Dakar, Senegal.

The Dakar City Advisor will join a cohort of C40 City Advisers in several cities in Africa. A series of workshops in the city will be organized for each C40 city in Africa, complemented by regional workshops, to build capacity and enable peer interaction.

As ambassador « on the ground » in Dakar, the City Adviser will also help manage the partnership between the C40 Cities Climate Leadership Group and the City of Dakar. This includes identifying and facilitating opportunities for collaboration, learning, innovation, action and awareness, building local capacity and building links with other cities and other community initiatives.

The ideal candidate will have strong technical knowledge in carbon accounting (preferably using the Global Protocol for Community Scale Greenhouse Gas Emissions Inventories – GPC), climate action planning, scenario planning and climate change. stakeholder engagement; significant experience working with cities on climate action planning and risk assessments; and excellent skills in problem solving, project management and communication.

Responsibilities:

Working closely with the Territorial Energy Climate Plan Coordination Unit, C40’s Head of Climate Action Planning Africa and C40’s Regional Director for Africa, the City Adviser will develop and deliver a varied technical assistance programme to support the City of Dakar in:
Setting evidence-based emissions reductions targets;
Updating the city’s climate action plans to deliver mitigation and adaptation outcomes, and inclusive low-carbon, climate resilient development consistent with the 1.5˚C target of the Paris Agreement;
Engaging internal and external stakeholders in the review and updating of the city’s climate action plans to ensure their commitment to resource and implement ambitious, transformational action and to facilitate better national and local integration of climate response activities;
Managing consultants and coordinating technical assistance with the aim of building city capacity to implement climate action;
Contributing to the development of C40’s 1.5˚C climate action plans programme and frameworks, and the development of regional engagement and delivery strategies;
Facilitating the city’s engagement in C40 Cities networks and initiatives.

Person Specification:

A relevant post-graduate degree;
Substantial experience in government, business or non-governmental organisation sectors with a focus on sustainability and/or climate change, and substantive experience working with or within city governments;
Strong record of previous engagement with national government and relevant development partners in Senegal on climate change matters;
Technical expertise in completing city-wide greenhouse gas emission inventories, undertaking scenario planning, and developing climate action plans;
Experience in working with climate change adaptation-focused plans;
Excellent project-management, strategic thinking and analytical capabilities, with MS Excel experience and data management skills;
Demonstrable problem-solving, budget and people management experience, including working with third party delivery teams, and ability to manage multiple parallel tasks;
Strong interpersonal, relationship building and written and verbal communication skills, combined with English fluency;
Strong stakeholder engagement experience, as well as experience in developing or facilitating webinars and workshops;
International experience, working across different cultures, languages and time zones.

Other Requirements:

Applicants must already have the right to work in Senegal. Moderate travel may be required as part of the role.
