Duties
- Budget Analyst and Program Manager for the Office of Security Cooperation in Dakar, supporting DoD activities in Senegal, The Gambia, and Guinea-Bissau. He/She works directly for the Chief of the Office of Security Cooperation (OSC) and is supervised by the OSC Training Programs Manager.
Job Requirements:
- Five years minimum of Office Management experience.
- Five years minimum of Financial Management experience with responsibilities that include developing and managing budgets, tracking and accounting of expenditures and projecting/forecasting future requirements
- Two-years minimum of administration-related experience
- College degree is required, with a specialty in Business Administration, Accounting, or Information Systems
- French and English Level IV (fluency, reading/speaking /writing) is required. (This may be tested.)
- Good organizational skills and sound judgement. Computer fluency,
- Must have general administrative skills such as typing, filing and computer operations.
- Should also possess the attributes required to display political correctness and professional demeanor for receiving official visitors and to conduct coordination with senior Senegalese officials. Selfless dedication and initiative are also highly desired.
Specific required skills:
- Keyboarding at 50 words per minute
- Knowledge of Microsoft Outlook, Excel and Word
- Expertise in utilization of six authorized informational management systems with protected passwords (DAI, RIMS, DTS, ILMS, ARIBA, WinTA).

Duties
This position is in the Information Resource Management office and reports to an American IPC employee designated by the Information Programs Officer. Calls are manually routed using the Avaya Telephone Switchboard/Operators console and faxes are sent and received via a bank of fax machines from various manufacturers. The incumbent receives, transfers and/or places voice and fax calls in support of 20 USG agencies and over 500 employees resident in Dakar.
Job requirements
- Two years of switchboard operating experience is required.
- A good knowledge of mission organizations, their functions, and a familiarity with their personnel are required. Knowledge of local customs and greetings, as they relate to specific phone dialing or connection issues is required.
- Completion of secondary school is required.
- Level III (good working knowledge) of writing/speaking/reading English is required.
- Level III (good working knowledge) of writing/speaking/reading Wolof is required.
- Level II French (good working knowledge) writing/speaking/reading is required.
This is a customer service-oriented position dealing with USG employees and US citizens in both official and personal user capacities, locally and internationally. It is also a customer service position for the citizens, business persons and government officials of the host country. Tact and diplomacy skills are paramount to successful user community relations. Basic typing skill is required. Ability to use the Avaya Telephone System Switchboard Console, various makes and models of facsimile machines is required.
