Summary: The U.S. Mission in Dakar/ Senegal is seeking eligible and qualified applicants for the position of Program Specialist.

The work schedule for this position is:  Full Time (40 hours per week)

 

Start date: Candidate must be able to begin working within a reasonable period of time 4 weeks of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Supervisory Position:  No

Duties: The Senior Program Management Assistant is the senior Locally Employed Staff (LES) in the INL section and will assist the INL Coordinator in carrying out responsibilities of management of bilateral and regional program funds and activities. The incumbent is an integral member of the U.S. Embassy’s INL office; s/he provides specialized technical assistance and management responsibilities for a portfolio of activities dealing generally with INL’s law enforcement assistance programs. S/he is responsible for program analysis, building of contacts with Senegal leaders in the justice sector, writing analytical cables and preparation of standardized INL-required reporting. This position will also provide support for regional programs within the trans Saharan Counterterrorism Partnership (TSCTP).

 

Qualifications and Evaluations

EDUCATION:   Master’s degree in business administration, economics, international relations, political science, or law is required.

Requirements:

EXPERIENCE:  Minimum of five years of progressively responsible experience in handling research and analysis, in the field of justice sector (including law enforcement and corrections), politics, or government, and newspaper reporting on such matters is required.

JOB KNOWLEDGE: Thorough knowledge of the host country’s political, economic, and social structure. Thorough knowledge of Senegal’s justice sector. Knowledge of the functions of various Senegalese government agencies. Must have a comprehensive understanding of U.S. foreign policy and assistance objectives. First hand acquaintance of Senegalese government officials.

Evaluations:

LANGUAGE:  Level 4 in French and English (Fluent, Reading, Writing, Speaking). (This may be tested.)

SKILLS AND ABILITIES:  Wide –ranging analytical ability is required with emphasis on political, judicial, and economic spheres. Ability to obtain material form varied sources and prepare reports of a factual nature imprecise and accurate form. Must have knowledge of Senegalese and American protocol and social customs, personalities, and organizations, and should be able to move comfortably and knowledgeably within the varied levels of required contacts. Must be a self-starter and show initiative. (This may be tested.)

Qualifications:  All applicants under consideration will be required to pass medical and security certifications.

* IMPORTANT:  Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification.  A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given.

** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
