The Danish Refugee Council (DRC) – Global Protection Unit, Department for Programme, Policy & External Relations (PPE), is currently seeking a Senior Analyst (West Africa) to join an exciting protection analysis project. The Global Protection Unit oversees DRC’s protection work globally, amongst others through development and dissemination of policy, standards and guidance, delivery of field support and capacity building on protection standards, guidance, and tools. This protection analysis project seeks to build capacities of Protection clusters in joint protection analysis and processes.

Who are we?

DRC, in collaboration with the Global Protection Cluster (GPC), UNHCR, OCHA, and UNDCO is implementing a project supported by the Bureau of Humanitarian Affairs (BHA) that aims to strengthen collective protection analysis capacities and processes.

In 2021, the GPC endorsed the Protection Analytical Framework (PAF), a structured approach to guide robust, context-specific protection analysis. The endorsement of the PAF responds a long-standing gap of having an agreed core approach to protection analysis, providing the foundation for informed and evidence-based decision making for strategies to reduce or prevent protection risks in the humanitarian response.

The project focuses on building the capacity of five Protection clusters and their members in two regions – West Africa and Latin America – in joint protection analysis; strengthening the use of PAF as an analytical framework for protection analysis and the use of DEEP as a tool to support qualitative and secondary data review; and documenting and disseminating best practices and lessons learned to inform future protection analysis processes.

About the job

As a Senior Analyst (West Africa), you will support implementation of the project activities by building capacity and providing ongoing guidance and support on protection analysis to Protection clusters and their members in the West Africa region. You will also document and disseminate best practices and lessons learned. Throughout this project, you will ensure coordination and collaboration with key stakeholders engaged in the project, especially national Protection clusters in the region and member organisations.

The project team consists of a Protection Analysis Specialist, two Senior Analysts – one per region, and a Grants and Finance Officer. The Senior Analyst will report to the Head of the Global Protection Unit.

Your role will have the following main duties and responsibilities:

Protection analysis technical support:

  • Provide technical support and guidance on protection analysis capacities and processes to national Protection clusters and their members in the West Africa region, particularly on the use of PAF as an analytical framework and DEEP as a tool.
  • Support Protection clusters in the contextualization of the PAF to the specific context, the development of the analysis work plan, the development of data and information registries, and the production of protection analysis reports and dissemination plans.
  • Organise and co-facilitate joint analysis workshops at country level.

Capacity building and training:

  • Assist in the development and rollout of protection analysis training on PAF and DEEP.
  • Organise and co-facilitate protection analysis trainings for Protection cluster members in the West Africa region.
  • Identify opportunities for further capacity building and support, including remote coaching and mentoring.
  • Provide ongoing support and play a backstop role for Protection clusters throughout the analysis process.

Coordination and collaboration:

  • Regularly coordinate and collaborate with Protection clusters and their member organisations in the West African region, as well as other key regional and global stakeholders involved in protection analysis processes.
  • Document good practices, challenges and lessons learned on an ongoing basis.

About you

To be successful in this role, we expect you to have a minimum of five years of relevant work experience in protection information management and protection analysis, especially with secondary and qualitative data collection and analysis, and preferably in humanitarian and/or development settings.

Experience and technical competencies

Required:

  • At least five years of relevant work experience in protection information management and protection analysis.
  • Expertise in developing and using analytical frameworks, preferably in the Protection sector.
  • Extensive experience in analytical thinking, working with synthesis and analytical writing, and in qualitative and quantitative data collection techniques and approaches.
  • Understanding of humanitarian and development coordination architecture and information management ecosystem, preferably for the Protection sector.
  • Strong inter-personal skills and ability to engage with a range of stakeholders.
  • Relevant university degree (e.g., Computer Science, Data Management, Statistics, Demography, Geography, Economics, or related fields) or equivalent professional certification.
  • Excellent command of English and French – oral and written.

Desirable:

  • Experience working with DEEP or similar secondary data review platforms and software.
  • Experience working with PAF.
  • Experience working with Protection clusters in the West Africa region.

We offer

  • Contract length: 12-month contract, with possibility of extension, subject to donor funding.
  • Band: F
  • Duty station: The position is based in Dakar, Senegal. Travel to countries in the West African region will be undertaken as required.

Start date: 10 March 2023 or as soon as possible hereafter.
