Background:
Congenital malformations are responsible for the loss of 57.7 million disability-adjusted life years (DALYS) worldwide. In the Middle East between 2% and 5% of children born have a congenital disease (WHO 2015), while in Lebanon between 2,000 and 5,000 babies each year and a cumulative total of up to 72,000 children. Pediatric orthopedics is identified by key health actors in Lebanon as a public health priority for reasons of:
- Prevalence of orthopedic malformations account for 26% of congenital malformations according to the national registry; the club feet concern about 1.19% of live births, congenital dislocation of the hip between 1.6 and 28.5%;
- Barriers to access to care for congenital orthopedic malformations are generally ignored and not supported;
- Impact of the access to care changes the lives of children and young adults with disabilities in terms of life expectancy and quality of life, human development, social inclusion, school and work, as well as their families and communities, especially women who are often in charge of care, thus impacting many SDGs.
According to the World Bank, improving the accessibility and quality of pediatric surgical care can significantly reduce child mortality and permanent disability. Studies show that pediatric surgery is a cost-effective intervention that can prevent more than 67% of lost DALYS associated with congenital malformations, a number that highlights the fundamental role of surgery in healthcare. In Lebanon, access to specialized healthcare is extremely limited for vulnerable populations, including refugees (estimated at 1.5 million people according to the Lebanese government): 75.8% report that access to specialist physicians is difficult, 74.6% that the cost of services is too high and 63.5% that they lack information (John Hopkins University, MDM 2015).
Since late 2016, La Chaîne De L’Espoir has implemented a comprehensive paediatric orthopaedic surgery program with local partners in Lebanon targeting vulnerable children living with orthopedic congenital anomalies, covering local and refugee populations, by providing medico-surgical care to more than 420 children including post-operative follow-up and rehabilitation.
Currently La Chaîne De L’Espoir is working towards having an ongoing presence in Lebanon aiming to support access for the most vulnerable children with congenital malformations to quality medico-surgical management and follow-up services in Lebanon. To this end, LCDE wishes to implement a new program with local partners covering identification, treatment and rehabilitation, and follow up of cases. The program will encompass activities advocating for promoting related national policy, capacity building, and integration of needed quality activities in the health system. The program will be implemented within a newly established LCDE Bureau in Lebanon. The activities will be supported with potential funding from Conseil Régional Ile-De-France and Agence Française De Développement (AFD).
The purpose of the Program Manager position is to help initiate and implement LCDE Bureau and program in Lebanon by:
- Establishing and managing the LCDE Bureau in Lebanon
- Advocating for national congenital anomalies care strategy
- Building partnerships and liaising with internal and external stakeholders
- Program management of LCDE activities in the country
Job Description
The Program Manager will have direct management responsibility for the Bureau and the program within the parameters set out by LCDE approved strategies, annual plans and budgets.
The Program Manager will be responsible for the following:
- Establish and Manage LCDE Bureau in Lebanon
- Prepare internal and external Bureau Rules and Regulations Documents
- Work towards the local registration of LCDE delegation as a non-governmental organization in Lebanon
- Represent LCDE in Lebanon
- Monitor Bureau and program activities performance
- Manage Bureau human resources, financial, and logistics, within the legal framework in Lebanon (taxes, import/export, and labor legislation, among others)
- Prepare, implement, and monitor country specific security plan covering Bureau and program security needs, proposing measures to prevent, adapt and react to security incidents, and reporting security and safety incidents immediately
- Provide monthly, quarterly, yearly, and specific reports
- Ensure professional and timely communication with LCDE headquarters and regional offices, and with local and international stakeholders
- Advocate for national congenital anomalies care strategy
- Build partnerships and liaise with internal and external stakeholders:
- Participate actively in humanitarian forums and relevant coordination meetings and thematic working groups
- Program management of LCDE activities in the country:
- Manage the preparation and implementation of needed assessments and program/ project proposals
- Work towards mobilizing needed resources, management of grants, and implementation of activities
Reporting to:
The Program Manager is under the direct supervision of the Field Coordinator for Jordan and Lebanon, based in Amman.
Experience / Training
Professional experience
- Extensive experience in public health, development, or humanitarian program implementation (essential)
- Demonstrated experience in context analysis, project cycle management including designing, implementing, reporting, monitoring, evaluating and budgeting (essential)
- Experience in human resources, financial, and logistics management (essential)
- Sound work experience in different grant development and institutional funding, especially AFD (essential)
- Previous work experience in Lebanon and in the health sector (desired)
- Experience in advocating with national, local, and international stakeholders (desired)
Education and Experience
- Graduate degree in project management, development studies, international cooperation / relations, public health, health care management or related education (essential)
- At least five years of experience in public health, health care management, humanitarian/ developmental project implementation (essential)

Salairy
- The contract is for one year, to be extended pending funding availability, and depending on work performance.
- Salary will be based on internal grid
