La Chaîne de l’Espoir recruits 01 Women and children’s house project manager

Depending on the organization, the employee may be required to perform all or some of the activities described. Similarly, the list of activities defined below is not exhaustive and may change according to the organisation of the service

In 2005, La Chaîne de l’Espoir has built and equipped the French Medical Institute for Children (FMIC) in Kabul. Today, it is a referral hospital of 161 beds including 61 beds intended for paediatric medical and surgical care, 15 beds for paediatric intensive care, 17 beds for adult heart patients, 52 beds for gynaecology and obstetrics care and 14 beds in neonatology intensive care.

In 2008, La Chaîne de l’Espoir opened the Women & Children’s House, where afghan women and children coming from all provinces in Afghanistan are provided for with comprehensive medical and social care. La Chaîne de l’Espoir guarantees a full coverage of the medical costs at the FMIC. Beneficiaries are fed and lodged free of charge at the Pavilion with a member of their family. Travel costs from their home province are also paid for.

During their stay at the Women & Children’s House, families receive awareness information on health and hygiene and participate in recreational and educational activities. They benefit from psychosocial support provided by a dedicated and qualified staff or partner organizations

OBJECTIVE

The Project Manager will ensure the proper implementation of the project, with a focus on programme quality and beneficiary accountability

MAIN RESPONSIBILITES AND TASK

• Ensuring efficient, effective, quality and timely implementation of the projects.
• Ensuring the monitoring and evaluation of the projects, including a monthly follow up of the project indicators, and establishing a robust database.
• Managing and developing the projects team. Recruiting and managing staff in line with La Chaîne de l’Espoir policies, ensuring that they have the necessary induction, training and support as required.
• Ensuring that the project funds are used efficiently. Being responsible of the budget lines until a certain level of authorization.
• In coordination with the logistics, human resources and the administrative departments, ensuring the respect of La Chaîne de l’Espoir’s procedures.
• Managing external relations related to the project (government officials, Consortium, international organizations, NGO’s and other stakeholders). Proposing and building partnerships with relevant stakeholders.
• Ensuring project fundraising for the project and for the development of new projects.
• Ensuring that all donor and external reports are delivered on time with highest level of quality.
• Ensuring staff and beneficiaries’ safety and security procedures are implemented. This will include an analysis of the risks and threats in the WCH premises.
• Demonstrating an ethics and professional practices: among others, respecting La Chaîne de l’Espoir’s code of ethics, respecting the beneficiary’s privacy and confidentiality
• protecting beneficiaries from harassment and sexual abuse, reporting any incident that may cause any harm to beneficiaries and others, and always interacting with children in the presence of their caregivers.

The project manager:

• Works under the supervision of the La Chaîne de l’Espoir Country Coordinator.
• Liaises with La Chaîne de l’Espoir HQ technical referents any time required.
• Works closely with the hospitals, the medical teams, the key informants and any other relevant stakeholders

S/He will be acquainted with confidential and personal information that require discretion, and will be directly responsible for the financial management of the cash advances (s)he is managing

KNOWLEDGE AND SKILLS REQUIRED

Knowledge

• Master degree in project management, social sciences, health and/or development.
• At least 3 years of working experience with NGOs.
• Proven Project Management and Monitoring skills.
• Proven managerial experience.
• Strong interest for health issues, social and psychosocial support.
• Strong communication and reporting skills.

Skills

• English mandatory (oral and written).
• Commitment to equal opportunity and gender policies; sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
• Flexibility, and ability to work under pressure and in multicultural environments

CONDITIONS

• Salary defined by La Chaîne de l’Espoir salary grid depending on education level and experience.
• R&R every 8 weeks during 15 days, return tickets paid.
• Flight tickets in and out + Visa taken in charge by La Chaîne de l’Espoir.
• Lodging and food provided on the site of the FMIC located in the south of the city. Comfortable accommodation, nice working environment with a big park made of trees and grass in a protected part of Kabul, with access to an outdoor sports field and an indoor fitness room.
• Acceptance of collective life is required (with other permanent expatriates and doctors regularly coming on missions).

Security is a major concern in Afghanistan, thus, there are limited recreational and leisure activities. Travelling in the city is only allowed for professional reasons, subject to the agreement of La Chaîne de L’Espoir country coordinator.
