ABOUT LA CHAÎNE DE L’ESPOIR

La Chaîne de l’Espoir is an international NGO founded in 1994. Its mission is to strengthen healthcare systems to give everyone, especially children, the same chances of survival and development.

Helping the most marginalized children is more than an ethical duty, it is a vital requirement for achieving the United Nations 2030 goals for children’s health and well-being.

 

We work in 28 countries with a global approach, focusing on children, mothers and disadvantaged communities:

  • Prevention and screening from an early age, particularly through school health programs.
  • Care and surgery to meet the most urgent needs of children and their mothers.
  • Training and transfer of skills to local teams thanks to our international network of experts in all areas of surgery.
  • Construction and equipment of hospital facilities adapted to local needs.

 

La Chaîne de l’Espoir in Afghanistan:

La Chaîne de l’Espoir has been present in Afghanistan since the early 2000s. In 2005, it built the French Medical Institute for Children (FMIC) in Kabul, a non-profit pediatric hospital, to provide high quality medical and surgical care for young patients. Since 2006, the Aga Khan Development Network (AKDN) has been responsible for the overall management of the FMIC, with La Chaîne de l’Espoir providing medical support and access to healthcare to the most vulnerable populations.

In 2016, the hospital expanded with the opening of gynecology, obstetrics and neonatology services, becoming the French Medical Institute for Mothers and Children (FMIC). Adults services have also been developed in recent years.

The objective of La Chaîne de l’Espoir is to increase access to quality healthcare, particularly for the most vulnerable Afghans. To achieve this, La Chaîne de l’Espoir :

  • Train and support the medical, paramedical and technical teams through short and long term volunteer missions.
  • Provide free surgical treatment at FMIC and social care for the most vulnerable children and women coming from all the 34 provinces of Afghanistan, through the “Women and Children’s House” (WCH) project.

In view of the evolving situation in the country, marked by a possible collapse of public services (including in the health sector), in 2022, La Chaîne de l’Espoir plans to continue its support to the most vulnerable Afghan children and women and will increase the support provided to internal displaced people living in informal settlements in Kabul.

The latest statements from the World Food Programme and the World’s Health Organization mention outstanding needs for Afghanistan in terms of food security management. Currently, 22,8 million people – more than half the population – face acute food insecurity and 8,7 million Afghans face emergency-level food insecurity. The needs tend to increase in the coming months,as winter approaches. The most vulnerable people are the children under 5 and the pregnant or breastfeeding women.

Therefore, La Chaîne de l’Espoir is planning to launch a pilot project to provide health and nutrition care to the most vulnerable women and children, in partnership with specialized organizations working in Afghanistan, and with its implementation partner the FMIC.

 

General scope of the position:

As a first step, the Project Manager will conduct a study for one month, before proposing a 3-months pilot project.

They will then ensure the proper implementation of the project, and plan its potential development.

 

ESSENTIALS DUTIES AND RESPONSIBILITIES

 

The Health Project Manager handles the following activities.

Identification of a pilot project

Based on a literature review and exchanges with the different stakeholders in the health and nutrition sectors:

  • Analyse the context
  • Assess the needs
  • Analyse the stakeholders (NGOs, Ministry of Public Health, …) and do an actor mapping
  • Submit a proposal for a 3-months pilot project including timeline and resources needed

Implementation and operational monitoring

  • Plan, supervise and monitor the implementation of the pilot project
  • Supervise and support the operational team in the weekly planning and reporting of the pilot project activities
  • Develop the referral systems by identifying relevant organizations that can refer children or women
  • Ensure quality implementation and monitoring of the project
  • Suggest any improvement of the activities
  • Work with the finance department, contribute to developing budgets relative to his/her project, monitor expenses, budget forecasts and cash needs
  • Liaise with FMIC teams on the activities carried out and solve problems arising

Staff management

  • Define/review the job descriptions of the team under his/her supervision
  • Asses the human resources needs
  • Participate in the recruitment of the staff under his/her supervision
  • Greet and brief the staff working on the project
  • Train, manage and support the team under his/her responsibility
  • Evaluate the skills and performances of the staff

Reporting / communication / representation

  • Collect information and analyse the activities carried out
  • Prepare project reports and ensure timely submission to the Head of mission
  • Participate in writing reports to the donors if need be
  • Ensure that all reports are delivered on time and in the appropriate format
  • Conduct proper advocacy with authorities, clusters and NGOs
  • Write regular stories in order to communicate about the project (newsletter, website…)
  • Represent the organization when asked and/or delegated to do so (clusters, meeting with organizations…)
  • Reply to headquarter information requests regarding specific needs

Assessment of the pilot project

  • At the end of the pilot phase, compile the data and assess the results
  • Plan the development of the full-scale project if relevant and launch

Expériences / Formation

QUALIFICATIONS

Education:

University degree (License or Master) in a relevant field.

Work experience:

  • At least 3 to 5 years’ experience as Project Manager in the humanitarian sector, at international level or in a multicultural context
  • Previous experience in health sector
  • A previous experience in nutrition sector is preferable
  • Experience in managing teams
  • Experience of working in tense security context
  • Experience of collaboration with partners

 

SKILLS AND QUALITIES

 

Languages:

French and English, oral and written.

Skills:

  • Good interpersonal, communication and negotiation skills
  • Rigorousness, thoroughness and working accurately
  • Good analytical and reporting skills

  • Excellent command of Pack Office, especially Excel.

 

Salaire

Transportation, Accommodation and Meals:

  • Transportation to and from the workplace is provided
  • Single room in a collective accommodation provided
  • Meals are provided for at the guesthouse or at the office

Holidays and R&R:

  • 2 days of leave per completed month + 6 days of RNR every 8 weeks (=2 weeks every 2 months, travel days excluded and travel costs covered by La Chaîne de l’Espoir.

Accomodation:

Security context and local life: the security situation in Kabul remains unstable. The expatriate team works and lives on the site of the French hospital, a secure location.

Comfortable accommodation, with access to an outdoor space and sport facilities. Involves living in community (with other permanent expatriates and doctors who regularly come on missions) and respecting strict security rules.

Travel to the city is allowed only for business purposes, subject to the approval of the French Medical Institute for Children and/or La Chaîne de l’Espoir.

 

Contract conditions:

Expatriate position, 4 months full time contract. Possibility of renewal.

Salary range: according to profile and experience

Position based in Kaboul (This position will be based from home until the possibility of traveling to Kabul – Date to be determined).
