 Equitable Growth, Finance and Institutions The Equitable Growth, Finance and Institutions (EFI) Practice Group provides support to low- and middle-income countries to build the foundations for inclusive and sustainable growth and, thereby, make progress towards achieving the World Bank Group’s twin goals of reducing poverty and boosting shared prosperity. The EFI Practice Group includes the WBG Global Practices of Finance, Competitiveness and Innovation; Macroeconomics, Trade and Investment; Governance; and Poverty and Equity. WBG clients face complex challenges which require holistic solutions, and this requires us to work as an integrated EFI Practice Group and across the Bank Group to deliver coherent solutions on issues such as growth and competitiveness. The Finance, Competitiveness and Innovation (FCI) Global Practice combines expertise in the financial sector with expertise in private sector development to foster private sector led growth and help create markets in client countries.  To lead and contribute to its work program, the FCI MENA West unit, within the FCI Global Practice, wishes to hire an experienced and highly motivated professional Senior Private Sector Specialist with strong technical expertise in private sector development for its Rabat Office. The staff will support the FCI program in Morocco by leading and contributing to the design and implementation of key activities, including analytical advisory services and lending operations. The work program will mainly be focused on business climate reforms, SME development and access to finance, firm support, entrepreneurship, sector level competitiveness and value chain development, and the staff will be expected to work with a dynamic and changing portfolio. The staff is also expected to contribute to FCI inputs to the work of other Global Practices.  Duties and Responsibilities The duties and responsibilities include, but are not limited to, the following main tasks:Lead policy dialogue with counterparts on issues relating to private sector development with a focus on competition, SOE reform, green competitiveness, entrepreneurship, business environment, SME support for innovation and technology adoption. Provide high quality, fact-based policy advice to client.Lead and contribute to the development and implementation of high-quality, multi-sectoral operations, and capacity building through effective integration of expertise within the global teams and the Equitable Growth, Finance & Institutions (EFI) Vice Presidency. These include Development Policy Operations, other investment projects, etc. Lead the preparation of high-quality analytical work related to private sector development, including enterprise surveys, climate change reviews, private sector diagnostics etc. Based on such high-quality analytical work, lead and coordinate policy dissemination events with policy makers, stakeholders and private sector.Manage, as appropriate, trust funds that support the program, and lead trust funds reporting obligations.Represent the FCI Global Practice in client meetings and consultations and interact with government counterparts, the private sector, civil society and other donors.Business Development: cultivate strategic relationships with country clients and CMUs. Lead technical discussions with senior clients to determine the appropriate response to their request. Knowledge Management, Teamwork and Mentoring: promote synergies across product teams, provide support through trouble shooting, anticipate problems and solve them. Facilitate learning across projects and adoption of best practices. Work with Program Leaders, CMUs and colleagues to ensure the integration of relevant financial and private sector issues in country policy dialogue, country strategies, work programs.
Selection Criteria
Masters level or equivalent qualification with minimum 10 years of relevant professional experience in the areas of business, management, economics, finance or related discipline.  Solid knowledge and experience in the one or more topic areas covered by the program: trade facilitation, business environment and investment climate, investment policy and promotion, regulatory governance, competitive industries and sectors, SME innovation, entrepreneurship, competition policy and issues affecting competitiveness – preferably in the MENA region.Capacity to lead dialogue with senior counterparts and influence policy discussions at the country level and the sub region on private sector development issues.Proven ability to conceptualize, design and implement major projects, programs and to produce major/complex reports or studies. Prior experience with development policy lending will be a plus.Demonstrated professional leadership and ability to lead a team of professionals in the preparation and execution of major and complex projects.Excellent workflow management and task organization skills; able to coordinate all aspects of the workflow of assigned responsibilities.Excellent written and oral communication skills in English and French including the ability to draft concise reports and correspondence, and the ability to defend orally and in writing difficult issues and positions to a variety of stakeholders. Ability to work in Arabic a plus.Demonstrated team player who can work as a member of a multi-disciplinary and multi-cultural team, motivate and lead group efforts and network effectively across boundaries.Ability and prior experience to work across the WBG, including with the IFC, MIGA and/or other GPs.
