Western and Central Africa (W AFR) Region
Western and Central Africa is a region with diverse cultures, beliefs, languages, and lifestyles – marked by contrasts of stability and conflict; affluence and poverty.  Home to about half a billion people, it encompasses 22 countries stretching from the westernmost point of Africa across the equator and partly along the Atlantic Ocean to the Republic of Congo in the South. The sub-region is rich in resources and brimming of opportunities. It made impressive progress in regional cooperation and includes two monetary unions – the West African Economic and Monetary Union (WAEMU) and the Central African Economic and Monetary Community (CEMAC) that cover 13 countries between them.
Yet these vast opportunities are tempered by persistent gaps in education, health, and skills, which have Africa only reaching forty percent of its estimated potential. Moreover, conflict, food insecurity, population growth, and the disruptive forces of climate change threaten to curtail or even reverse the progress that has been made over the past decades. The COVID-19 pandemic has brought back to the forefront the risks posed by weak health systems and poor surveillance. Many countries in the region that learned difficult lessons from the West Africa Ebola outbreak in 2014 are applying some of the lessons and using all existing instruments and expertise to curb the pandemic while prioritizing the poorest and most vulnerable people.  The World Bank Western and Central Africa Region, comprised of approximately 1,139 staff mostly based in about 22 country offices, is committed to helping countries to realize their considerable development potential and become more competitive in the global economy by focusing on the following priorities :

UNIT CONTEXT
The Energy & Extractives Global Practice of the World Bank Group is made up of more than 300 professionals, a lending program in the order of US$5-7 billion a year, an active portfolio of some $40 billion, and a rich program of Advisory and Analytical Work. The EEX GP focuses on: providing affordable, reliable and sustainable energy to meet the needs of fast growing economies and to ensure universal access to modern energy services for people in client countries; and, strengthening policy and institutional frameworks to promote transparent and equitable growth of the extractive sectors for public benefit.   There is a strong emphasis on private sector resource mobilization and catalyzing financing from commercial and other sources of development and climate finance.The Africa energy sector grouping consists of four Units across two regions of East and Southern Africa and newly created VPU of West and Central Africa. The position is based in Bangui, CAR (FCS non-family location) working on West and Central Africa region.
The Bank is engaged in all aspects of the electricity sector – generation, transmission, distribution, rural electrification and off-grid– through development policy financing, program for results, investment financing support, technical assistance and guarantee operations. Assisting the government with policy reforms to attract investments in generation and renewable energy along with the promotion of the regional energy trade in the Central, Eastern, Southern and Western Africa power pool, modernizing the electricity network for the needs of a modern economy and increasing energy access are among the key areas of the Bank’s deepening engagement in the sector.

Duties and Accountabilities
IAWE4 seeks a Senior Energy Specialist based in Bangui, CAR to work with Government and other donors while leading World Bank’s Energy program in Central African Republic’s (CAR’s). The work entails strategic, advisory, and operational work. The responsibilities also include oversight of energy portfolio in Republic of Congo. The hiring unit works across nine countries including Ghana, Sierra Leone and Liberia classified under Ghana CMU; Nigeria; and Cameroon, Gabon, CAR, Republic of Congo and Equatorial Guinea as part of Cameroon CMU. The selected candidate would be leading analytical and operational engagements in Cameroon Country Management Unit (CMU) focusing on CAR as well as Republic of Congo, while also supporting other countries in the region. World Bank is engaged in multiple projects, technical assistance and analytical work on energy sector recovery plan in CAR with a large program for results-based financing over IDA 19.
The responsibilities of the selected candidate will include :
• Leading operational work (policy dialogue, lending and supervision, AAA), including being the Task Team Leader for energy in CAR• Lead ongoing Programmatic ASA to define energy access strategy including applications for mini-grids, solar home systems and productive agriculture loads in rural CAR;• Based on experience with FCV countries, design new project to enhance energy access using decentralized renewable energy based solutions that leverage private sector investments;• Co-task lead existing operation on grid connected solar PV plant along with battery storage plant for providing energy supply to Bangui;• Operational and financial viability of utility of CAR;• Lead the relationships with senior Government officials of CAR in charge of energy sector and utility;• Build a donor coordination platform for coordinating all investments in energy sector in CAR;• Co-lead energy operations in Republic of Congo that focus on expanding including strategic energy issues and financial viability of utility, maximize finance for development, increasing the participation of the private sector in energy;• Work with IFC and MIGA for a WBG collaboration on potential PPP opportunities in selected countries;• Develop and maintain close relationships with Country management unit, local public and private stakeholders, support policy dialogue and keep abreast of developments in the energy sector.
Selection Criteria
• Masters’ level degree in engineering, energy planning, finance, economics, business administration or equivalent areas;• At least 8 years of relevant experience in the energy sector with demonstrated ability to engage credibly on a range of issues in the energy sector in different regions;• Prior experience of having worked on fragile, conflict or violent countries is essential;• Experience on energy access especially on innovative business models based on renewable energy solutions whether solar grid connected plants, mini grids, solar home systems and off grid productive uses in Agriculture would be added advantage;• Operational experience with multilateral financial institutions is desirable;• Hands-on project management experience, an ability to efficiently manage many activities simultaneously, a flair for problem-solving and an ability to self-navigate through complex bureaucratic environments;• Problem solving and solution driven approach backed by a passion for cross sectoral development challenges;• Excellent interpersonal skills and proven ability to build strong partnerships with clients, different stakeholders and colleagues across units and departmental boundaries in a multi-cultural environment with virtual teams located in different countries;• Work experience in Sub-Saharan Africa would be an advantage;• Good written and oral communication skills in French and English is essential.• Ability to communicate complex issues in simple terms and to engage in evidence-based dialogue with clients;
