The United Nations Development Programme (UNDP) in the Kyrgyz Republic within Advancing development of a National Adaptation Plan (NAP) process for medium and long-term adaptation planning and implementation in the Kyrgyz Republic (PID 00117233) hereby invites you to submit proposal for Provision of services for the development of cooperation procedures at the international and Central Asian levels, and a capacity strengthening programme for the Ministry of Natural Resources, Ecology and Technical Supervision Kyrgyz Republic.

The Project objectives are to strengthen institutions and enhance vertical and horizontal coordination for climate change adaptation planning, facilitate mainstreaming of climate risks at national, sectoral, and provincial levels, and identify a program of priority climate change adaptation investments.

Objectives
To reduce vulnerability to the impacts of climate change, by building adaptive capacity and resilience;
To facilitate the integration of climate change adaptation, in a coherent manner, into relevant new and existing policies, programmes and activities, in particular development planning processes and strategies, within all relevant sectors and at different levels, as appropriate.

Amount: US$50,000
Duration: Within 9 months from the date of contract signing
Eligibility Criteria
Prior to technical evaluation all proposals will be thoroughly screened against below eligibility criteria (minimum qualification requirements):
Legal entity certificate from the relevant authority / Agreement on the forming of Joint Venture, Consortium or Association (if applicable) (enclose a copy)
Minimum 2 years of experience in capacity building and/or functional analyses and/or institutional analyses and/or development of laws and regulations in climate change area and/or environment protection area
Experience in execution of minimum 1 contract on projects related to the development of analytical reports and/or legal acts and/or policy in climate change area and/or environment protection.
Team leader:
Minimum 3 years of practical experience in working with government officials in capacity building and/or functional analyses and/or institutional analyses and/or development of laws and regulations in climate change area and/or environment protection;
Professional experience as a team leader and/or coordinator/manager of minimum 2 projects in environment area;
Layer/ Public Policy Expert:
Minimum 2 years of professional experience in drafting of legal acts and/or analytical reports in public policy area;
Capacity development expert:
Minimum 2 years of experience in conducting and/or implementing capacity assessments and/or development in environment
protection and /or climate change areas.
Experience in the development of minimum 1 project proposal and/or program and/or concept notes to donors related to environmental sector.
