Job Description

The IRC is looking for a dynamic and experienced executive director of the Ruzizi Plain in South Kivu, Democratic Republic of Congo (DRC). Guided by its core principles of capacity-building, participation, partnership, protection and promotion of human rights and holistic programming, the IRC in the DRC has been responding to humanitarian, recovery and developmental needs in the Democratic Republic of Congo (DRC) since 1996 Today IRC’s main areas of focus include emergency response, health care, governance, peacebuilding and conflict management, and protection and empowerment of children.
With the support of the Ministry of Foreign Affairs, the IRC, in collaboration with its partners Search for Common Ground (SFCG) and ZOA, is implementing the « Maji ya Amani » Program, through the Integrated Water Resource Management (IWRM) approach in the Ruzizi Plain. The program is designed to increase the level of sustainability and improve access to land and water, and to improve governance and the use of water resources. The intervention primarily targets the Luberizi group and benefits an estimated 28,800 people.
Scope of Work:
The Program Director is responsible for overseeing and implementing the IRC team and the Consortium partners. As such, he / she creates an enabling environment for high quality programming by providing clear direction, encouraging critical thinking, analysis and learning, and constructive constructive, productive and efficient working relationships with all members of the IWRM Consortium.
To further the program, the aim is to reduce and increase stability in the Luberizi grouping and Sange City of the Ruzizi Plain through increased and more equitable access to land and water for household and agricultural use, and improved governance in the use of land and water resources « , s / he will Represent the consortium and / or participate in strategic, high-level discussions with key stakeholders, Including Representatives of the Dutch Government and National DRC, provincial and local government members. Equally and as Appropriate, with active participation in national and international NGOs, and in the field of international cooperation in South Kivu in order to ensure the necessary understanding, exchange and learning, and coherence and consistency of communication and program approaches.
The IWRM Program Director ensures the effective collaboration with the consortium members through the phases of the project, providing adequate guidance and follow up to implementation and implementation of the action plan and IRC and donor regulations.
Reporting to the Country Director, he / she directly supervises the IWRM Deputy Director responsible for programs, the M & E Coordinator, as the Grants Manager, and the support team, composed of the Security Officer, Finance Manager and HR Officer.
Responsibilities:
Consortium management and external relations
• Provide strategic and operational leadership in all phases and aspects of the program management cycle.

• Serve as point person for the Consortium and ensure proactive and constructive communication with Consortium partners and the IRC leadership in preparation and response to donor request.
• Timely involve IRC leadership in addressing issues of concern for the most constructive outcome.
Program management and quality assurance
• Scopes of Work as needed;
• Provide strategic direction in various technical areas including water infrastructure rehabilitation and management, watershed management, value chain development, governance and land rights, and health care / GBV service provision;
• Ensure effective liaison and technical follow-up with HQ’s Technical Assistants (TAs), as well as contributing to the country’s programs and programs.
• In collaboration with the HQ technical advisors, ensure that the design, implementation, monitoring, and evaluation of all activities are done in accordance with IRC standards and meet the objectives of the target communities and the Dutch Government’s compliance requirements;
• Review, in coordination with key IRC program staff and consortium partners, annual work and performance plans to ensure long-term and short-term priorities are on track;
• Oversee the effective implementation and review of the program work and spending plans of IRC and partners, by ensuring regular follow up and joined up review of progress and proactive identification of challenges and solutions.
• In collaboration with the M & E Coordinator, TA’s and IRC Deputy Director of Programs, promoting an environment of learning and innovative programming and oversee the effective implementation of a monitoring, evaluation, and learning system for data-driven decision making, informing project management , technical programming, and development of best practices.
• Ensure the effective implementation of client feedback mechanism and participatory programming.
• Oversee financial, program and support staff to ensure effective tracking and use of resources by preparing sound budgets, monitoring expenses, updating BVA, procurement, activity and spending plans, and ensuring the timely submission of financial reports to the donor;
Managing operational needs 
• Ensure that project assets are properly registered and used for the purpose of
• Develop and close the project through internal consultations (grant, HR, supply chain, finance), SFCG and ZOA;
• Monitor budget utilization and ensure proper financial management and utilization of funds;
• Report to the donor through both formal and informal debriefings. Ensure the submission of high quality, accurate annual and semi-annual reports;
• Ensure that the findings of ongoing conflict and security assessments are continually integrated into project design and implementation, working with the technical coordinators;
• Coordinate with program and operations staff to ensure operational systems are in place to support project activities including logistics, procurement, security, and human resources;

Qualifications

• Master’s Degree in a field of study;
• At least eight (8) years of senior-level management experience in the development sector, including at least five (5) years of experience in managing WASH, water infrastructure and / or economic recovery or governance programming and / or experience in integrated program development and management;
• A minimum of five (5) years of progressively responsible supervisory work experience direct supervision of professional and support staff and assembly teams and consortium and working on multi-faceted international development programs;
• DRC, involving management of multi-million dollar budgets / portfolios and coordination with multiple programs and partner institutions, including experience management managing consortia;
• Demonstrated skill in consortium management
• Experience working with local actors, including local NGOs and CSOs / CBOs;
• Demonstrated knowledge and application of conflicting approaches within project design;
• Strong leadership, analytical and organizational skills;
• Excellent interpersonal skills and ability to interact with donors, project stakeholders, in-country collaborators and staff at all levels of the organization. Proven ability to convene / chair high profile meetings and ability to productively interact with a wide range of organizations (eg government, private sector, NGOs, and research institutions);
• Understanding of Dutch Government processes and procedures for grants (preferred);
• Solid understanding of the DRC context, with prior experience in DRC or the preferred region;
• Demonstrated innovation and success in staff capacity-building and participatory, flexible, and gender-sensitive programming and implementation;
• Strong communication skills, both oral and written;
• Fluency in English and French is required;
• Strong MS Office skills, including Word and Excel.
SECURITY SITUATION / HOUSING
This is an unaccompanied post based in Kamanyola, South Kivu, Bukavu and Goma. Comfortable and secure individual housing is provided by the IRC. The current security situation in DR Congo is unpredictable and complex, but all possible measures are taken by the IRC to ensure staff safety and security.
