Context:

their migratory journey along the routes of the Central Mediterranean.

To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.

Page 1 / 4Under the overall supervision of the Regional Director, and the direct supervision of the Regional Programme Coordination Officer in Dakar, the successful candidate will provide programmatic support to the Regional Coordination Unit of the Joint Initiative, with a focus on reporting and coordination.

Core Functions / Responsibilities:

1. Develop communication protocols, reporting and information-sharing tools, in coordination with programme management and country offices to facilitate improved information sharing between all Countries under the Joint Initiative.

2. Support the Regional Coordination Officer in facilitating and coordinating the implementation of the main activities foreseen by the projects, namely the establishment of the Reception centres; the recruitment of staff; the establishment of a reintegration mechanism; the enhancement in cooperation with the protection officer of the protection mechanism. 3. Monitor projects progress, specifically aimed at increasing effectiveness and recommending appropriate action.

4. Support the Regional Coordination Officer in ccoordinating all staff assigned to the project, as well as consultants recruited to support and/or undertake specific activities. 5. Support the Regional Coordination Officer in establishing and maintaining strong partnerships with Government entities, implementing partners, UN agencies and other stakeholders. 6. In coordination with the Monitoring and Evaluation (M&E) Officer and the Information Management team in Dakar and the Regional Office in Brussels, support the collection of data and analysis (qualitative and quantitative) for drafting of reports, including flash reports, interim and final reports.

7. Support the drafting and reviewing of periodic regional and national reports prepared by IOM missions and prepare progress and other reports to ensure proper information exchange on all operational aspects between IOM, the EU, and other stakeholders.

8. Support in reporting on programme status, impact and response to specific issues to a variety of audiences, including media, and through various formats.

9. Review reports from external monitoring actors and incorporate important information into senior management team briefings. Organize frequent briefings for programme Senior Management to present lessons learned and inform revisions to regional strategies. 10. Support the M&E officer in organizing external and internal evaluations, including the regional community mapping and socio-economic profiling exercise.

11. Support the Regional Coordination Programme Officer in sharing information with IOM Missions under the Initiative, as well as within the Organization, by preparing internal bulletins and periodic operational emails.

12. Prepare transversal analysis and snap-shot documents as needed.

13. Provide recommendations to the Programme Manager, based on rolling analysis of and reporting on programming, options aimed at achieving maximum strategic programme responsiveness and accountability to beneficiaries.

14. Undertake site visits and duty travel as required.

Required Qualifications and Experience:

Education

• Master’s degree in Development, Political, International Relations, Governance or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience in project development, M&E design or implementation, or both; • Previous experience in working with an international organization;

• Previous experience in working with the European Union preferred;

• Knowledge and understanding of M&E and reporting tools;

• Ability to adapt M&E and reporting tools to work effectively with local authorities, stakeholders and beneficiaries;

• Strong reporting skills.

Languages

Fluency in English and French is required.
