Context

Established in 1951, the International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and is dedicated to promoting humane and orderly migration for the benefit of all.

The successful candidate will perform his/her duties under the overall supervision of the Migration Health Officer (Headquarters), the Regional Director (RD) for Western and Central Africa (WCA) and the Migration Health Division (MHD) Director and the direct supervision of the Regional Migration Health Specialist in the Regional Office for West and Central Africa (RO Dakar) .

S/he will be responsible and accountable for the management of all health information generated during the project, as well as epidemiological information relevant to the project, at country and regional levels. The scope of work will include technical supervision, coordination, and monitoring of adherence to strategic health information directions to all participating Country Offices (COs) in the regional project funded by Coordination and Documentation Center (CDC) under the Global Health Security Agenda (GHSA), notably in the following areas: development of national Health Information Systems (HIS), set up and support to maintain national and regional health information databases, development of data collection tools and methodologies, production of maps using Geographic Information Systems (GIS) technology, monitor epidemiological trends at national and regional level, epidemiological data analysis, public health risk mapping and cross-border disease surveillance systems.

The incumbent is expected to carry out his/her duties in accordance with strictest ethical standards, safety of IOM personnel, building and maintaining of partnership with agencies and Governments, and with due respect for gender and socio-cultural sensitivities.

Responsibilities and Accountabilities

Objectives

General Objective:

The overall objective of this assignment is to provide policy makers, service providers and users, as well as human rights and development practitioners in the West and Central Africa region with an updated analysis of the governance of migration and health in the countries targeted by the study by providing a concise overview of the migration and health nexus and a better understanding of existing policy frameworks, their implementation and respective obstacles.

Specific objectives:

  • Design the most appropriate study framework for health policy and strategic plans on access to health care for migrants in the target countries.
  • Implement an operational plan for a study on health policies and strategic plans on access to health care for migrants in the target countries
  • Propose an action plan with a timetable for the modification of political and administrative documents in each country
  • Design and validate an interview questionnaire and an interview guide
  • Develop a schedule of activities including key study milestones.
  • Perform all specific tasks related to the study
  • Produce a comprehensive technical report of the study’s key findings.
  • Disseminate the results of the study
  • Present key findings, including best practices, strengths and weaknesses, and make recommendations to address gaps.

The tasks to be accomplished

  • Organize a consultation meeting with IOM ROWCA MHD Dakar to discuss and define the scope of the assignment, including the planned methodology. Communication and working arrangements between the service provider and IOM ROWCA will also be defined and agreed upon during this meeting.
  • Develop a work plan and schedule for the support and accompaniment of the IOM ROWCA team for the mission.
  • Conduct a rich and thorough literature review by examining policies in the various target countries in the region;
  • Develop and validate, through a consultative meeting, an appropriate study design and develop data collection tools, including a semi-structured interview questionnaire and an interview guide.
  • Travel to at least 5/10 countries to collect data on existing policies, procedures, and plans for access to health care for migrants.
  • Organize virtual meetings to collect data in countries.
  • Conduct a comprehensive and comparative analysis of the data in the target countries.
  • Write a comprehensive report with key summaries of findings and recommendations.
  • Organize and facilitate a dissemination workshop with key stakeholders to discuss and validate the study results.
  • Develop country fact sheets summarizing the results for each country included in the review.
  • Produce and submit to IOM a final report documenting all key steps of the consultation process and presenting all findings and related interpretation and recommendations.

Deliverable

The deliverables are as follows:

  • A work plan and methodology for the study
  • Calendar of activities
  • Meeting reports with attendance records in the countries visited
  • Terms of reference for the results dissemination workshop
  • Workshop report with Attendance record
  • Technical writing of conclusions and recommendations
  • Final report documenting the entire consultation process including fact sheets summarizing the results for each country

Duration

  • The consultant’s work will be carried out over a period of 6 months.

Duty station

The duty station of the consultancy will be Dakar, Senegal and will involve travel to different countries to collect data.

Basic skills required

Qualification experience and technical skills

  • Master’s degree or higher in public health, social sciences, political science, law and policy, and/or migration;
  • Possess at least 5 cumulative years of professional experience as a consultant in the field of migration and health, border health, IHR and ports of entry.
  • Have at least one year of policy research experience or equivalent experience in the social sciences, public health, health and migration.
  • Demonstrate excellent communication skills

Language requirement

  • Fluency in English and French is essential;
  • Knowledge of one of the ECOWAS working languages is an asset.

Computer skills 

  • Have a high level of computer literacy in Microsoft software (Word, Excel and PowerPoint).

Personal Skills

  • Ability to work under pressure, stay on track and meet deadlines.
  • Analytical and problem solving skills
  • Demonstrated ability to produce accurate and understandable reports and memos in accordance with IOM requirements;
  • Able to work in a multicultural environment;
  • High level of autonomy at work, while being a strong team player;
  • Adaptability, patience, ingenuity, resilience and flexibility;
