Context

Under the overall supervision of the Regional Director, and under the direct supervision of the Regional Field Security Officer (RFSO), the incumbent will be responsible for actively assisting the IOM Regional Office (RO) for West and Central Africa with implementing appropriate safety and security management procedures that will effectively address issues surrounding staff safety, security and the protection of IOM assets. S/he will also be responsible, in coordination with the Chiefs of Missions (COM), to assist all IOM Missions within West and Central Africa region when and where necessary.

Core Functions / Responsibilities:

Establish and maintain effective working exchanges and relationships with IOM Field Security Officers, Local Security Assistant’s and other security counterparts of other international organizations including personnel of the United Nations Department of Safety and Security (UNDSS) and all appropriate security focal points. This will be done in order to ensure up to date security-related information that is beneficial to the regional overview;
Monitor and assist the RFSO in ensuring adherence by IOM staff members to the UNDSS Travel Request Information Process (TRIP), the Movement of Personnel (MOP) procedures and the UN security clearance policy. Also assist the RFSO in ensuring that all IOM staff members have a knowledge of the UN Security Risk Management (SRM) process; Residential Security Measures (RSM’s), Mission Security Risk Assessments (SRAs) and the UNDSS Field Security Handbook-that includes an understanding of various UNDSS evacuation/emergency and security plans;
Acquire comprehensive operational understanding of IOM programs in the region and participate in drafting Security Risk assessments in areas where IOM works or is planning to work with its teams;
Assist in the development and monitoring of local security professionals/assistants or designated Security Focal Points (SFP) who are based in the country offices of the regional areas of West and Central Africa, to ensure that the appropriate level of staff safety and security is being delivered and supported;
Conduct security assessments and evaluations and monitor all security threats/trends that will enable a comprehensive threat/risk analyses to be undertaken, followed by a written assessment;
Assist and draft with the design of/ emergency/evacuation plans; security-related strategies; emergency response plans, and contribute in establishing concrete courses of action for their implementation, while adhering to UNDSS emergency/standard operating procedures;
Draft mission-specific training activities, seminars, briefings. When applicable coordinate staff participation, and manage administrative, logistic and budgetary matters (if necessary) to deliver security training in a professional manner encompassing IOM and UNDSS standards;
Conduct Rapid Risk/Threat Assessments (RRTA) during emergency operations, directly related to the immediate deployment of staff and assets; addressing all aspects of personal safety and security (nature of the natural/manmade disaster, armed conflict, health issues and environment hardship factors);
Assist the RFSO to conduct regular reviews of existing IOM/UN security documents for IOM premises, compounds and field offices within the regions, with the aim of ensuring that they are compliant, functional and up to date;
In conjunction with UNDSS support Missions during the project development process utilizing the UNSMS Security Risk Management methodology by providing security analysis, operating procedures and other related support;
When on mission within the region and in coordination and supervision with the RFSO and RD, Chiefs of Mission/Heads of Office, attend as an observer at the UN Security Management Team meetings and advise the RFSO on salient security issues raised in these discussions for the benefit of the Regional Director and relevant Chiefs of Mission;
When on mission within the region, in coordination and supervision with the RFSO and –as required—the Chief of Mission/Head of Office and if deemed necessary or required, test the IOM-specific emergency communications systems and evacuation plans and make recommendations as necessary;
Report security matters that have a direct impact on the regional operations of IOM, immediately to the RFSO in Dakar, in order to advise the RD and to the Global Head of the Office of Staff Security Unit Geneva;
Assist to investigate security breaches/incidents in the region, in coordination with the RD and the Global Head of OSS in Geneva, while working closely with local authorities in efforts to ensure IOM staff, its assets and interests are protected and appropriate corrective and preventive measures are taken; and,
Perform other duties as required.

Required Qualifications and Experience:

Education

Master’s degree, or equivalent, in Security Management/Social Sciences, Law, Disaster Management, International Relations, International Studies, Political Science, or a related field from an accredited academic institution[1] with two years of relevant professional experience, or;
Bachelor’s degree, or equivalent, in the above fields, with four years of relevant professional experience.

Experience

Experience working in hardship duty stations;
United Nations Security Management experience is an asset;
Experience in security management, military experience, law enforcement, Disaster Risk Management, at a national and/or international level;
Experience in UN Missions, International Peacekeeping, International Security Management or Emergency Missions is a distinct advantage;
UN Security Related Certifications such as Certification Program (SCP), Hostage Incident Management (HIM) Training and SSAFE (Safe and Secure Approached in Field Environments) ToT (Training of the Trainers), WSAT (Women’s Security Awareness Training) ToT would be advantageous;
Experience in working/dealing with law enforcement agencies;
Proven ability to collaborate with military and government counterparts.

Languages

Fluency in French and English is required (oral and written).
Working knowledge of Spanish is an advantage.
