The International Organization for Migration (IOM) is currently implementing a project entitled “Understanding and Managing Internal Migration in Mongolia”, funded by the Swiss Agency for Development and Cooperation. The aim of the project is to improve the socio-economic well-being of internal migrants in Mongolia through evidence-based, migration inclusive policies and concrete interventions on the ground.

A component of this project is to conduct a research study to assess the migration/registration restriction to Ulaanbaatar (in force since January 2017) with a view to evaluate its effectiveness and impact, including on urban migrants.

Has the registration restriction contributed to reversing rural/urban-Ulaanbaatar migration trends?
Did the registration restriction cause an increased vulnerability of internal migrants de facto residing in Ulaanbaatar and how big was that impact?
The purpose of the research study is to:

Provide recommendations for policies, programmes and interventions to reduce internal migrants’ vulnerabilities;
To provide evidence for designing and advocating for alternative migration management policy interventions beyond the validity term of the migration/registration restriction (January 2020);
Serve as basis for designing and implementing awareness raising, information delivery and service delivery interventions planned within the project “Understanding and Managing Internal Migration in Mongolia”.
Target Group

The study intends to target vulnerable communities in ger districts of Ulaanbaatar City, as well as local government at municipality, district and khoroo levels.

Activities

The NGO is expected to work under IOM’s guidance and supervision and to commit to the following activities:

Coordinate their work with a foreign university which will support the development of the research.
Attend a training on migration research tools and methodologies, as well as on research data analysis and interpretation;
Conduct research study on effectiveness and impact of the migration restriction;
Participate in a consultative meeting with the relevant partners to discuss and validate the results of the research study;
Participate and support the launch and dissemination of the research study report to stakeholders.
Develop a follow up proposal for joint activities with IOM based on the conclusions and recommendations from the research study.

Requirements for the NGOs submitting proposals are the following:

The NGO must be registered in Mongolia;
It must have at least 2 years of experience in conducting research in migration field, urban migrants’ vulnerabilities and migrants’ rights, either at institutional or individual researcher’s level;
It must have a track record of previous involvement in community work dealing with vulnerable communities and internal migration issues;
It must have an established relationship with the relevant authorities in Ulaanbaatar at all administrative levels that are relevant to this research exercise;
The research study will be submitted to IOM in English.
