Individuals are invited to submit quotations for the services described below. Offerors shall not be reimbursed for any costs incurred in connection with the preparation and submissions of quotes. Background iHRIS is the flagship human resources for health management information system for Ministries of Health in the developing world. This free, open source software developed by IntraHealth International, helps countries around the world track and manage their health workforce data to improve access to services. Countries use it to capture and maintain high-quality information for health workforce planning, management, regulation, and training. Objectives of the Consultancy iHRIS software deployments have grown from a set of user stories in 2005, to an initial design in 2007, and then on to a global digital health good. During our last assessment of worldwide usage, we found that it organizes records for over 1 million health workers in 27 countries. However, it’s been a few years since we last validated iHRIS adoption and usage. As iHIRS is open source software, organizations are able to (and do) download and deploy iHIRS independent of IntraHealth. Now we’d like to engage a consultant to update our understanding of iHIRS adoption and usage around the world. We envision the consultant performing these four key tasks: 1. Develop an initial survey tool that can capture key data using a few key quantitative and qualitative questions and populate a Google Sheet, or similar collaborative file. 2. Curate a potential list of people to interview from past communications, current deployments, and professional connections of IntraHealth staff, the iHRIS Advisory Council, and iHIRS Global Community members. 3. Lead data collection from the initial list of interviewees, editing the data collection tool and expanding interviewees as needed, and potentially conducting direct interviews to gain key insights that go beyond what can be gathered from online forms. 4. Submit lightly edited raw interview data and key insights from the interviews to IntraHealth staff for us to process and understand iHRIS adoption and usage globally. Period of Performance We expect this work to take up to 15 work days, beginning in May 2021 and ending by June 30, 2021). Location Work to be completed remotely from any location with a quality Internet connection. Qualifications The consultant will have the following minimum qualifications: • 3 years of experience working with and in open source software communities, preferably the iHRIS Global Community. • 3 years of experience developing data collection tools and performing data collection activities, preferably with and in open source software communities. • Excellent communication skills in the English language with a preference for strong communication skills in the French language too. Selection Criteria: Prospective consultants should submit a response as indicated below. 1. Provide a brief overview of your experience and expertise as pertains to the objectives, responsibilities, and tasks of this consultancy as outlined above, including how you meet the desired consultant qualifications. 2. Provide a daily rate. 3. Attach a curriculum vitae in PDF format. Any vendor interested in the questions and responses is highly encouraged to subscribe to both communities. IntraHealth may extend the closing date to ensure offerors have adequate time to consider answers and reply accordingly. Late quotes will not be accepted or considered.
