General context of the project

Presently the situation in Afghanistan in areas where INTERSOS operates can be described as follow:

 

  • Number of incident due to the conflict in areas of operations have been decreased to zero.
  • The Authorities remains supportive and have a positive attitude toward INTERSOS and the broader humanitarian community.

 

Short overview

 

After the fall of the Afghan government on 15th October 2021 the situation in the country and in Kabul/Kandahar remains very fluid, especially at political level. The Situation remains, at least on the surface, calm.

 

 

Of Concern for the Humanitarian community, and especially INGOs are the occupation of Compounds and offices. Criminality is reported on the rise due to the dire economic situation. Law enforcement and security apparatus in Kabul seems not to have clearly defined structures and chain of command. In Kandahar the establishment looks more solid. However changes are still expected within the security structure.

Checkpoints (VCP) are less in number during the day and often no proper check are carried out. However, they increase during the evening and night (performing also more adequate screening).

The dire economic situation is leading to an increase of criminality. Also, of concern the possibility of Kidnapping, especially Kidnapping for Ransom.

Attacks on checkpoints (De facto GoVT) and posts have been recorded during the past months. However, perpetrators remain unknown even if the public tend to attribute them to ISK or affiliated groups. Indeed, as seen ISK is capable to stage complex attack in both Kandahar and Kabul as well as other part of the country.

 

 

Targeted killings are another type of incident recorded. Mostly targeting former civil servant, person affiliated to military forces or former military/law enforcement personnel. This type of incident can also be results of private dispute and not only related to a campaign of revenge by Taliban.

Future scenarios are now difficult to draft. Indeed, Kabul where several groups are present will be particularly exposed compared with Kandahar. It will be important to see how the economic situation and the support/interference of regional and westerns powers will shape or impact of the development of the situation

 

Politically the situation remains fluid. There are reports of power struggles withing the different groups and not only the main Haqqani and Omari but also impacting on other minorities. Power sharing among the IEA is a process that is also influenced by regional and middle easter powers (for example Pakistan and Qatar). This is also to be observed in the context of the government’s effort to gain international recognition.

 

General purpose of the position

The general purpose of the position is to ensure the implementation of the overall INTERSOS programme in Zabul Province. In 2022 the programme will see a significant increase of activities and the Program Manager will be responsible of the planning of new activities and monitoring; ensuring the quality of implemented activities in compliance with donor’s rules, relevant Standard Operating Procedures, Sphere Standards, International Principles and Guidelines, INTERSOS Fundamental Charter and Code of Ethics.

He/she will also be in charge of staff supervision and evaluation, of ensuring a proper management of the allocated budget to achieve the planned objectives as per work-plan, of maintaining the relations with donor’s representatives and relevant local stakeholders.

Main responsibilities:

  • Ensures the planning, implementation and monitoring/evaluation and sets targets as included in the projects description.
  • Guarantee an efficient financial management for the projects in compliance with INTERSOS’ model and donor regulations.
  • Team management and projects integration assurance for teams working at the targeted health facilities targeted, mobile units and centers in order to guarantee project quality as per required standards.
  • Deliver quality reports for donor, authorities and INTERSOS in good quality and timely manner, including the findings in terms of impact/changes at the level of beneficiaries achieved through the projects.

Main responsibilities and tasks

Programme activities planning, implementation and monitoring

  • Preparing regularly update of projects activities work plans and related financial plans with the contribution of the national staff ensuring timely and quality implementation in compliance with the defined projects’ strategy, as well as INTERSOS and donor guidelines
  • Guarantee the application of procurement procedures and donors rules for reporting and implementation
  • Periodic field visit to the projects’ locations to ensure the quality of the intervention in compliance with the internal and donors’ standard
  • Preparation of proper and timely reports to be submitted to the Country Programme Coordinator and to the donor.
  • In collaboration with M&E officer, develop tools to assess, analyse and evaluate the impact of the project, the evolution of the crisis and related evolving needs of target populations in the project areas.
  • Work closely with others PMs to ensure the integration of the project with other mission’s ones and/or with other sectors of intervention
  • Managing budget properly to achieve the projects’ objectives. Supporting eventual budget and programme revision
  • Support the development, implementation and evaluation of the mission strategy and projects, providing updated information, inputs and recommendation for new and on-going interventions in the country
  • Identify capacity gaps in key national staff and support actively their capacity building.
  • Train, coordinate and supervise the managers and evaluate their performance.
  • Ensure the projects’ staff respect INTERSOS rules and regulations, and adheres to INTERSOS Fundamental Charter Values and Code of Ethics

Projects reporting

  • Prepare the projects’ narrative and support in preparing financial reports according to INTERSOS and donor requirements.
  • Ensuring all support documents (means of verification) and general projects’ documents are properly filled in and filed.
  • Contributing in preparing and submitting new project proposals

Coordination and representation

  • Along with the Programme Coordinator, establish and maintain collaborative relations with relevant donor officers, local authorities, local institutions, partners, project stakeholders and other organisations working in the project areas.
  • Participate in meetings with relevant donor’s program and finance officers at central or field level following Country Program Coordinator guidelines. Proactively participate in relevant coordination meetings at national, regional, governorate and field level as required.
  • Ensure regular updates to donor representatives in coordination with the Program Coordinator.
  • Coordinate with relevant line-ministries and assure the timely signature of sub-agreement with MoE for the implementation of the project.

Required profile and experience

Education

  • Hold an advanced degree in social science or any related field

 

 

Professional Experience

  • At least 5 years of direct professional experience working as project manager on humanitarian project/programme, including financial management responsibilities.
  • Demonstrate minimum 3 years’ experience in the implementation of multi-sector humanitarian programming in complex emergencies
  • Experience in protection is an added value

 

Professional Requirements

  • Strong team spirit, comfortable in a multi-cultural environment
  • Very strong interpersonal skills: strong communication and diplomatic skills
  • Practical and problem-solver
  • Ability to deal with heavy work pressure

 

Languages

  • Excellent written and spoken English
