Job Title: Head of Mission – Yemen

Contract duration: 12 months (renewable)

Reporting to: Regional Director

Supervision of: Directly of 3 Expat Staff & 5 national staff; over 600 staff in total

General context of the project

Yemen entered its fourth year of war, with chronic vulnerabilities exacerbated, leaving an estimated 22.2 million people in need of humanitarian assistance, 2 million IDPs and 956,100 Returnees. Yemen is facing one of the largest food and protection emergencies in the world, entirely man-made. Continued hostilities in the country are brutal on civilians, who bear the brunt of ongoing airstrikes and localized fighting. The ongoing military campaign has destroyed the economy and moved an already weak and impoverished country towards social, economic, financial and institutional collapse.

 

In Yemen, INTERSOS has been engaged since 2008, providing protection assistance to refugees and migrants (mostly but not exclusively from the Horn of Africa). Since 2015 INTERSOS scaled up its operations to ensure a robust response to the IDPs crisis and the needs of other conflict affected Yemenis, and also expanded its geographical scope (covering Aden, Taiz, Hajja, Ibb, Hadramout and Lahj). INTERSOS’ protection programming for IDPs and conflict affected Yemenis focused on provision of emergency protection services: protection monitoring, provision of legal assistance, general case management services for GBV/PwSN/CP, including provision of cash assistance, rental subsidies, material assistance, livelihoods and life skills trainings. Moreover, from 2015 onwards INTERSOS started to implement health programming (with integration of nutrition), based on a needs-analysis of the conflict- affected communities in Yemen: with the rapidly collapsing Yemeni health care system, it has been paramount to support partially and non-functional health facilities to prevent total collapse/meltdown of health care system. Such programme includes: immunization, ANC, PNC, BEmONC, IMCI, OPD screening for malnutrition, treatment of SAM cases, health education, deworming, vitamin A supplementation and referral services. Besides attention for EPHC, INTERSOS ensures also attention for Secondary Health care to ensure referral services, while supporting the WHO/MOPHP strategy to ensure the minimum service package (MSP).

 

General purpose of the position

The Head of Mission represents the Organization and is responsible for the planning, management and implementation of the country program on the basis of defined strategies and indications.

 

Main responsibilities and tasks

The HoM manages and coordinates the operations and human resources in the country and is responsible to:

Communication and representation

  • Establish and maintain collaborative relations with Local Authorities and Institutions, Donors, International Agencies, NGOs and other stakeholders
  • Follow up, guarantee and monitor government recognition procedures for the organization in compliance with the host country formalities
  • Proactively participate in relevant coordination meetings

Planning and implementation

  • Define country priorities based on context and needs analyses; monitor donor intervention strategies in the country; design, promote and elaborate new interventions
  • Assess, promote and submit new projects, following the procedures defined and promoting a spirit of participation among beneficiaries at all management stages, ensuring the transparency of the intervention
  • Supervise, monitor and evaluate the implementation of the country operations – and all related administrative, financial, human resources, logistics and security aspects – ensuring timely and quality assistance delivery, as well as cost efficiency and accountability, in compliance with INTERSOS and donors guidelines, regulations and procedures
  • Ensure personnel compliance with procedures foreseen by INTERSOS’ Organization Management and Control Model

Information and Reporting

  • Continuously assess, analyze and evaluate the impact of the country operations, also through periodic visits to the areas of intervention
  • Provide monthly reports to HQs, as well as ad-hoc reports, as needed

Finance

  • Define the mission financial plan, ensuring self-sufficiency and consistency of expenses, and assume responsibility for the mission funds management, including bank accounts

Human Resources

  • Coordinate, guide and supervise the mission staff, and evaluate their performance
  • To ensure the respect for the values, Code of Ethics and Organization Management and Control Model of INTERSOS within the mission

Security

  • Validation of all the mission security plans
  • Interaction on the Country security issues with HQ (Security Referent) and relevant actors
  • To hold final responsibility for any decision concerning security

Expériences / Formation du candidat Education

Master degree in Social Science, International Development, Social Work and/or equivalent practical field experience, preferably with a humanitarian organisation

Professional Experience

  • At least 5 years of professional work experience as Head of Mission or other management / coordination positions in humanitarian / development contexts.
  • Proven experience in the management of operations in complex emergencies.
  • Proven experience in the management of large teams and operations
  • Proven experience in humanitarian access negotiations
  • Previous experience in health & nutrition and protection programming is an asset
  • Previous working experience in Yemen is an asset

Professional Requirements

  • Deep knowledge of the cluster system and humanitarian country system
  • Demonstrable experience in establishing and maintaining collaborative relationships with donors and government counterparts
  • Strong security context analysis and security management skills
  • Good interpersonal skills to work effectively with different stakeholders including different communities in the target areas, humanitarian actors, service providers, local and national authorities;
  • Programme Development skills, including new proposal writing, is a strong asset.

Languages

  • Fluency in written and spoken English
  • Knowledge of Arabic is an asset
