International Rescue Committee a key actor in humanitarian aid and post-conflict development in the Democratic Republic of the Congo (DRC). The IRC began working in the DRC in 1996 to meet the humanitarian needs of people affected by armed conflict in the east of the country. Currently, the IRC works in the sectors of health including the Ebola response, community governance and reconstruction, the protection and empowerment of women, responses to emergencies, child protection and education.
In August 2018, the DRC witnessed an EVD outbreak that has continued to date. The IRC is one of the major organizations contributing to stopping the spread of the epidemic through health, IPC/WaSH interventions in the North Kivu and Ituri Provinces. The IRC is currently recruiting an Epidemiology.
Scope of Work
Under the supervision of the Health Coordinator, the Epidemiologist will monitor the EVD infection with the objective to assist with programs designed to control or prevent disease and advise the response team on how to better implement the EVD response.
 
Specific Responsibilities:
• Provide critical and timely assessment of the Ebola Virus Disease evolution and trends and provide prioritized recommendations for program interventions.
• Support the collection and timely reporting of data and statistics for health and protection programs in line with IRC guidelines and according to internal and donor requirements.
• Compile, analyze and disseminate quantitative and qualitative information for improved program decision-making
• Develop and implement methods and systems to track and timely alert on EVD nosocomial infections and IPC breach in IRC supported Health facilities
• Work in collaboration with the Deputy Field Director and programs to develop an IRC post-EVD programming strategy.
• Develop a system to assess and monitor clients’ referred for care to CTEs at regular intervals to inform and support the IRC protection programming in developing client-tailored support.
• As needed and in coordination with other project sector leads represent IRC in inter-agency forums and discussions.

Qualifications

• Masters’ Degree in Epidemiology or an MPH with epidemiology training.
• Minimum of 5 years’ experience working with INGOs.
• Ability to utilize digital data collection system based on smart-phone handsets for data collection and uploading; participates in training in the digital system, data cleaning, and regular debrief and supervision of data collection activities.
• Good computer skills: proficient with MS Word, Excel, and email/internet software
• Good writing and editing skills, including the ability to effectively write and edit grant proposals and reports.
• Ability to quickly assess priorities and effectively balance a variety of activities at a time while paying appropriate attention to detail.
• Strong communication and interpersonal skills; proven ability to successfully work in a fast-paced environment, within and across departments/functions and develop positive relationships with locally and remote based staff.
 
Language Skills: 
Proficiency in French and English required. Knowledge of Swahili is an asset.
Specific Security Situation/Housing 
IRC staff are encouraged to respect the various security protocols in place in the province and in-country. She/he should be prepared to hibernate or evacuate should it be called. The position is unaccompanied and will be provided with shared housing/hotel accommodation.
